The security system consists of <br />three parts: the detention hardware on the door frames, the operator <br />stations with video and audio, and the security panels in the basement. <br /> <br />Of the original bid, $39,100 was the lowest of the two bids for the detention <br />hardware replacement. The remaining $70,400 is for the new basement <br />panel, the two operator stations (hardware and software) with audio and <br />video, and four cameras. <br /> <br />I believe the $14,100 for the handheld PDA's could be eliminated. <br /> <br />At the last meeting on this topic, the Board asked if any other items could <br />be removed from the proposal. In talking with the vendor, we could save <br />about $4,000 if the digital video recorder (DVR) was removed along with <br />the matrix splitter. This would mean we could use the four cameras, but <br />would not have the ability to add future cameras to the system. Also, I <br />would hesitant to cut out the DVR. <br /> <br />As I emailed earlier, the Folger Adams 401 Electric Deadbolt currently in <br />use at our facility was discontinued about 10 years ago. However, in an <br />interesting development, in 2006 the patent on the lock was sold to Rixson, <br />Inc., another national company. Rixson now offers a lock called the 401 <br />Electric Deadbolt. It also has an option for a door position switch as well. <br />Central Door and Hardware of Fargo has agreed to obtain, at no cost to <br />Cass County, a prototype of the new style 401 lock for us to install at the <br />facility. It will take several weeks for this lock to arrive. <br /> <br />If this works, we could, perhaps, cut an additional $20,000 from the <br />$109,500 proposal because we could do much of the installation ourselves. <br /> <br />If the Board wishes to move forward with this project, I would suggest using <br />$25,000 budgeted from my Annex budget, with the balance coming from <br />the current building fund.
