<br />Attachment A <br /> <br />Scope of Work for Agreement #07-908 <br /> <br />Introduction & Background <br />Metro COG has been requested by the City of Harwood to update the J 993 Harwood /-29 <br />Pedestrian/Biqcle Crossing Study (Study). Based on input from the Cit)' of Harwood, Cass <br />County. and the North Dakota Department of Transportation (NDDOT). Metro COG is <br />proposing the following scope of work for the Study. <br /> <br />Existing Condition <br />Metro COG will update Existing Condition data for the project area. The project area will be <br />defined as the area adjacent to Dakota Drive (CR 22) from Main Street to Rivershore Drive. <br />Metro COG will prepare updated trat1ic volume data in the area and will prepare a base maps(s) <br />showing the existing roadway conditions (width, travel speeds, shoulder width. right-of-way. <br />signage, traffic control. etc). Access points (curb cuts. driveways. etc.) will have an impact on <br />pedestrian and bicycle movements adjacent to and an at the 1-29 bridge. Metro COG wiII clearly <br />document existing access issues in the pr~ject area. <br /> <br />Purpose and Need <br />Metro COG will develop a purpose and need statement for the project. This was not done as part <br />of the original 1993 Study. The development of a purpose and need statement will assist in <br />justifying future funding for the project. The development of the purpose and need statement will <br />help local officials and residents establish what they intend on accomplishing with project <br />implementation. The purpose and need statement will be used to evaluate alternatives and select <br />a preferred alternative. <br /> <br />Alternatives Development & Analysis <br />Metro COG will update the original tour alternatives developed as part of the 1993 Study. Metro <br />COG will also develop a fifth alternative which was not considered as part of the 1993 Study. <br /> <br />Alternative 1 - Do nothing <br /> <br />Alternative 2 - Construct a 10 toot separated shared use facility on the north side of Dakota <br />Drive. There are two variations to Alternative 2: <br /> <br />2a -- Construct shared use facility with in the existing typical section of bridge <br />2b - Construct shared use facility as part of a cantilevered structure on the side of the <br />bridge <br /> <br />Alternative 3 - Similar to Alternative 2. however would call f()r construction of the shared use <br />facility on the south side of Dakota Drive. Like Alternative 2.
