<br />CITY OF HARWOOD, CASS COUNTY <br />and the <br />FARGO-MOORHEAD METROPOLITAN COG <br />TRANSPORTATION PLANNING AGREEMENT (#07- 908) <br /> <br />This agreement is entered into by the Fargo-Moorhead Metropolitan Council of <br />Governments, hereinafter referred to as the METRO COG; and the City of Harwood, <br />hereinafter refereed to as CITY, and Cass County, hereinafter referred to as the <br />COUNTY. <br /> <br />WHEREAS, the Safe, Accountable, Flexible, Efficient Transportation Equity Act: <br />A Legacy for Users (SAFETEA-LU) has provided METRO COG federal funding for the <br />purpose of transportation planning in urban areas, and <br /> <br />WHERERAS, the METRO COG has allowed certain communities with in its 20- <br />year planning area be a part of its Metropolitan Planning Program as Associate <br />Members allowing them access to its federal planning funds; and <br /> <br />WHERAS, contracts with Associate Members for planning activities which <br />include the participation METRO COG's federal planning funds require participation of <br />the respective member County, and <br /> <br />WHEREAS, the METRO COG wishes to expand local officials' transportation <br />planning capacities in order to assist COG address metropolitan planning <br />responsibilities as identified by the SAFETEA-LU; and <br /> <br />WHEREAS, under separate agreement the METRO COG has agreed to <br />administer these federal planning funds in accordance with all applicable federal <br />standards, and <br /> <br />WHEREAS, the CITY has requested specific work activities included in METRO <br />COG's approved 2007 UPWP utilizing these federal funds, and <br /> <br />NOW, THEREFORE, in consideration of the mutual covenants herein set forth, <br />the METRO COG, the CITY, and the COUNTY agree as follows: <br /> <br />Scope of Work: METRO COG shall perform those tasks and activities as outlined in <br />the Scope of Work and approved by the CITY and COUNTY (a copy of which shall be <br />attached hereto and made a part hereof). <br /> <br />Duration of Agreement: This agreement shall extend from February 5, 2007 to <br />December 31, 2007. <br /> <br />Costs: The total project costs are estimated at $7,860.48. The METRO COG, upon <br />State and federal authorization, and after local approval of this contract, shall be <br />prepared to provide 80% of the estimated project costs. or $6,288.38.
