will work those cases more efficiently and will free up regional resources to be applied
more efficiently.

Along those lines, the regional resources that were made available with the creation of
NDOIC are now applied to other activities more aggressively. While some of those
resources are being applied to establishment of orders (which would also help increase
overall collections), it is expected that administrative enforcement could be more
aggressively pursued as well.

Conclusions

The cost benefit ratio could be improved by limiting the growth of expenses in the face of
an ever-increasing caseload. While turnover may have helped to limit the growth of
salary expense, the Fargo Region has lost a tremendous amount of child support
experience. But it is expected that the increased collections from case load growth will
likely outpace any increase in expenses.

An opportunity for improvement is the increased use of freeze/seize activities, and
administrative remedies like license suspension/payment plans and interest suppression.

Dated December 29, 2006.

John Waller
Administrator, Southeast RCSEU

7
