<br />Conclusions <br /> <br />The conclusions with this measure are similar to those with the measure on current <br />support. Payment plans have been, and will be, more aggressively pursued as judicial <br />resistance is removed. More reviews and adjustments mean more appropriate support <br />orders. More appropriate current support orders would make collection of arrears <br />possible in some cases where it effectively isn't possible. <br /> <br />IV. Cost Benefit Ratio <br /> <br />Description <br /> <br />This measures the efficiency of the program by comparing the collections against the <br />expenses. It excludes expenses paid by the State office and State office expenses, and <br />does not reflect the federal incentive calculations. <br /> <br />Unlike the other performance measures that are in the form of a percentage, this measure <br />is a ratio. As such, it is less clear what constitutes a 2% increase of this measure. <br /> <br />For FFY 06, the Fargo Region expended $1,284,895 to collect $18,856,962, for a Cost <br />Benefit Ratio of 14.68. Of the eight regions, this was the top ratio. <br /> <br />For FFY 05, the Fargo Region expended $1,258,551 and collected $17,831,765, for a <br />Cost Benefit Ratio of 14.17, which was the top ratio that year. <br /> <br />Analysis <br /> <br />This is an interesting measurement. Intuitively, one would think that high performance in <br />the other measures would coincide with high performance in cost .benefit ratio (CBR), <br />though the Fargo Region remained in first place in CBR despite having dropped to 7'h in <br />support orders and paying arrears. <br /> <br />It appears that the growing caseload, while being a bit of an obstacle for other <br />performance measures, may be beneficial for the CBR. While this doesn't appear to hold <br />true in every case, when looking at the other regions, there does appear to be a bias in <br />favor oflarger regions. <br /> <br />One potential obstacle in improving performance by 2% is that the Region is already a <br />high performer, and has historically been a high performer. This suggests that there isn't <br />much fat to trim. <br /> <br />The expense ofNDOIC is a wild-card. While we don't yet know how much bang for the <br />buck it will provide, or how soon it will start reaping benefits, the expectation is that it <br /> <br />6 <br />
