ND 58102 January 17, 2007 Board of Cass County Commissioners Cass County Government 211 9 Street South Fargo, North Dakota Commissioners, Cass County Emergency Management has received a Homeland Security grant to replace the county owned paging system operated for the benefit of rural fire and EMS organizations in Cass County. This enhancement will add 500 new pagers and three transmit sites along with equipment that will allow Red River Regional Dispatch to page out rural responders. This system is an enhancement of a currently operated system at F-M Ambulance funded through Homeland Security funds two years ago. Part of this equipment will be co-located with existing equipment at F-M Ambulance. F-M Ambulance has requested that Cass County enter into a formal agreement that describes the ownership of the new equipment, the project scope, co-use of the existing FCC Iicense, repair and maintenance requirements of the new equipment, and the insurance requirements for the system. Mr. Burdick has reviewed and approved the document. Also attached is a proposed no-cost lease between Cass County, Grandin Rural Fire, and CHS (the owner of the elevator in Grandin). This lease would allow Cass County to place a paging antenna and related equipment on the elevator. I have forwarded the lease to Mr. Burdick for his review.
