Commission Minutes—April 19, 2021 <br /> <br />5369 <br />WHEREAS, foster families, who open their homes and hearts and give hope to children whose <br />families are in crisis, play a vital role helping children and families heal and reconnect, and <br />launching children into successful adulthood, and <br />WHEREAS, there are numerous individuals, public and private organizations who work to <br />increase public awareness of the needs of children in and leaving foster care as well as the <br />enduring and valuable contribution of foster parents, and the foster care "system" is only as good <br />as those who choose to be part of it, <br />NOW, THEREFORE, I, Chad Peterson, by virtue of the authority vested in me as Chair of the <br />Board of Cass County Commissioners do hereby proclaim May of 2021 as FOSTER CARE <br />MONTH in Cass County and urge all citizens to come forward and do something positive that will <br />help change a lifetime for children and youth in foster care. <br /> <br />Dated in Fargo, North Dakota, this 19th day of April. <br />k. Contract approval <br />- Centre, Inc.— minimum security services day reporting and electronic monitoring services; <br />- Houston Engineering, Inc.—engineering service agreement to complete structure design for a <br />bridge in Amenia Township; <br />- Parsons Electric—lighting maintenance and electrical services; <br />- Border States Pacing Inc—resolution to accept bid for project SC-CVD-0900(052); <br />- Flood lot lease for 2021. <br /> <br />6. PUBLIC COMMENT <br />Mr. Peterson asked for public comment and hearing none, moved on to the regular agenda items. <br /> <br />7. ROAD DEPARTMENT, Memorandum of Understanding with Metro Flood Diversion of <br />Authority and Cass County Join Water Resource District approved <br />Matt Stamness, Cass County Construction and Design Engineer was present and said the <br />Memorandum of Understanding was created for the purpose of transferring ownership from the <br />Cass County Joint Water Resource District to Cass County to manage vacated road rights-of ways <br />throughout the construction of the Fargo-Moorhead Metropolitan Area Flood Risk Management <br />Project in township areas. <br />MOTION, passed <br />Mr. Steen moved and Mr. Breitling seconded to grant approval of the <br />Memorandum of Understanding (MOU) with the Metro Flood Diversion Authority <br />and Cass County Joint Water Resource District regarding Road Rights-of Way <br />acquired as part of land acquisition infrastructure of the Fargo-Moorhead <br />Metropolitan Area Flood Risk Management. On roll call vote, the motion carried <br />unanimously. <br /> <br />8. RESOLUTION #2021-2, Public hearing/Approve Issuance of MIDA Bonds by City of Harwood <br />on Behalf of Elim Homes, Inc. <br />Attorney Jim Stewart was present to discuss a proposal from the City of Harwood to issue revenue <br />bonds under the Municipal Industrial Development Act (MIDA). <br /> <br />The proceeds from these bonds will be used to finance the construction and equipping of an 88-bed <br />nursing facility and functionally related facilities located at 3534 University Drive South, Fargo, North <br />Dakota to replace the old facility that was destroyed due to fire a few years ago. The City of <br />Harwood has agreed to issue the bonds, but because the project is outside its jurisdiction, Cass <br />County is being asked to provide “host approval”. The proposed bond issue is in an amount not to <br />exceed $9,500,000. <br /> <br />The chairman opened a public hearing for comments and hearing none, closed the public hearing. <br />MOTION, passed
