<br />Commission Minutes-January 16, 2007 3168 <br /> <br />time. The sheriff said this is a formality because in the past a verbal agreement was in <br />place between the county and the center. <br /> <br />Mr. Bennett had questions about medical costs and liability insurance. Mr. Ellingsberg <br />briefly discussed medical costs for youth housed at the juvenile detention center and how <br />the expenses will be handled under this contract. County Auditor Michael Montplaisir said <br />the county's general liability insurance covers the requirement outlined in the contract. <br />MOTION, passed <br />Mr. Pawluk moved and Mr. Bennett seconded to authorize the chairman to <br />sign a contract with the North Dakota Youth Correctional Center for a <br />period from January 1, 2007, through December 31, 2008. On roll call <br />vote, the motion carried unanimously. <br /> <br />The second contract is with Correctional Computers of Wisconsin to purchase software for <br />jail inmate commissary accounts. The total cost of implementation will be approximately <br />$20,000 which includes the software as well as an optical scanner and bar code readers. <br />Sheriff Laney said the current commissary system operates with pen and paper. Mr. <br />Ellingsberg said with this package, commissary will be completely computerized and will <br />save time for correctional officers to better interact with inmates. Mr. Bennett questioned <br />the cost of technical support and Mr. Ellingsberg said the cost will be minimal as this is a <br />basic program that is simple to use. <br /> <br />Mr. Pawluk asked if bids were obtained from other vendors. Mr. Ellingsberg has researched <br />other options and prices ranged from $150,000 to $300,000. The cost of the software will <br />be paid through the inmate commissary trust fund, not general tax dollars. Mr. Ellingsberg <br />said the commissary fund has a balance in excess of $200,000 and is a non-lapsing <br />account used for the benefit of the inmates at no expense to taxpayers. The fund is also <br />used to repair damage in the facility due to inmate vandalism. <br /> <br />Mr. Pawluk asked whether Information Technology was notified about this software <br />package. Mr. Ellingsberg has spoken with Terry Schmaltz and he does not oppose the <br />purchase. The county is not able to offer the jail this type of program. <br />MOTION, passed <br />Mr. Vanyo moved and Mr. Bennett seconded to authorize the chairman to <br />sign a contract with Correctional Computers of Wisconsin for jail inmate <br />accounts and commissary software. On roll call vote, the motion carried <br />unanimously. <br /> <br />7. VOUCHERS, Approved <br />MOTION, passed <br />Mr. Vanyo moved and Mr. Pawluk seconded to approve Voucher No. <br />214,167 through Voucher No. 214,521. On roll call vote, the motion <br />carried unanimously. <br /> <br />8.
