<br />Commission Minutes-December 18, 2006 3158 <br /> <br />#2006-16 <br />2007 -2011 METRO TRANSIT PLAN <br /> <br />WHEREAS, the Cass County Board of Commissioners is the duly elected governing body <br />for Cass County and is responsible for the allocation of resources that allow for a safe and <br />functional public transportation system; and <br /> <br />WHEREAS, the Fargo-Moorhead Metropolitan Council of Governments (Metro COG) has <br />updated the current Metropolitan Transit Development Plan, which makes public transit <br />projects eligible for future Federal funding; and <br /> <br />WHEREAS, the 2007-2011 Metro Transit Plan was developed in consultation with a cross <br />section of interests including: elected leaders, transit staff, transit users, the general <br />commuting public, human service agencies, senior citizens, business and industry <br />representatives, private transit providers, bus drivers, and technical staff, and <br /> <br />WHEREAS, the 2007-2011 Metro Transit Plan outlines a five-year Program of Activities that <br />will improve transit service in the Fargo-Moorhead Metropolitan Statistical Area. <br /> <br />WHEREAS, the 2007-2011 Metro Transit Plan prioritizes service improvements that will <br />help enhance and coordinate the areas transit systems to make them a more convenient <br />and competitive mode of transportation; <br /> <br />WHEREAS, the 2007-2011 Metro Transit Plan contains a Specialized Transportation <br />component which meets and in many areas exceeds recent Federal mandates to provide a <br />blueprint for the coordination of human service transportation programs funded with non- <br />Department of Transportation funds; and <br /> <br />WHEREAS, the 2007-2011 Metro Transit Plan establishes a framework for the continued <br />coordination of the metropolitan transit system, provided independently by the Cities of <br />Fargo and Moorhead and know as Metro Area Transit, to ensure a realistic evolution <br />towards a more uniform transit entity. <br /> <br />NOW, THEREFORE, BE IT RESOLVED, that the Cass County Board of Commissioners <br />does hereby adopt the 2007-2011 Metro Transit Plan, and agrees to use it as a tool to <br />implement transit goals and objectives, which will complement the overall development of <br />the metropolitan transportation system. <br /> <br />Approved and adopted this 18th day of December, 2006, at Cass County, North Dakota. <br /> <br />10. GREATER FARGO MOORHEAD ECONOMIC DEVELOPMENT CORPORATION, Tax <br />exemption schedule adopted <br />Brian Walters, President of the Greater Fargo Moorhead Economic Development <br />Corporation (GFMEDC), was present to discuss a uniform tax exemption policy for new <br />businesses. He said the intent is for political subdivisions to use the same schedule to <br />promote consistency when handling all projects and to ensure Cass County will be <br />competitive with other communities while protecting the best interest of taxpayers and public <br />schools. The goal is to attract and expand companies, increase the county's population <br />base and tax revenue and create nign paying JObS Tor citizens. He submittea two schedules <br />and is recommending the second draft as the better option. <br />
