Administration and Logistics of the EOP <br />The Cass County Emergency Operations Plan will be under the responsibility of the Cass <br />County Emergency Manager (EM). The EM will also coordinate the plan with North <br />Dakota State Department of Emergency Services. the LEOP. and the Cass County <br />Commission. <br />J. EOP Developments and Maintenance <br />The Cass County Emergency Manager will be responsible for review and updates of the <br />plan on an annual basis. The EM will also be responsible for distribution and awareness <br />of the plan with the functional and task coordinators identitied in the plan. <br /> <br />K. Warning System (see Volume lI.l) <br />No single '\laming can assure all residents will receive warnings when an emergency <br />occurs. Cass County utilizes a comprehensive warning system with several methods <br />available for use during crisis situations. These include: <br />. Outdoor warning sirens. Outdoor warning sirens arc utilized by several cities in Cass <br />County. In most cases. outdoor warning sirens are activated by the Red River <br />Regional Dispatch Center. Protocol for siren activation is established in the Red <br />River Regional Dispatch Center Siren Manual. Once sirens sound, it is expected that <br />people will go indoors and access weather radio. local radio or television for further <br />instructions. Communities not connected to the metro system activated by RRRDC <br />are responsible for activating the sirens for their jurisdiction. The sirens may sound <br />for tornado, hazardous materials incidents. severe storms or other life threatening <br />incidents. <br /> <br />12 <br />
