<br />Commission Minutes-October 2, 2006 3134 <br /> <br />6. VETERANS SERVICE, Award of reco~mition presented to Jim Brent <br />Bob Hanson, Commissioner of the State of North Dakota Veterans Affairs, was present. <br />He acknowledged the work of Jim Brent, Cass County Veterans Service Officer, as well <br />as the office staff, for their outstanding work in helping area veterans. He presented Mr. <br />Brent with a certificate of recognition and appreciation for his ten years of service as the <br />county's veteran service officer. Mr. Brent thanked Mr. Hanson for the award. <br /> <br />7. BUDGET FOR 2007, Final budget adopted <br />Michael Montplaisir, County Auditor, provided an updated budget and levy summary for <br />2007 and said a public hearing on the county budget was held two weeks ago, on <br />September 18th. He said the county park board met earlier today and reduced their levy <br />by one-half of a mill. <br /> <br />Mr. Bennett asked commissioners about budget items that need to be addressed. <br /> <br />Mr. Wagner said Guardian and Protective Services (GaPS) requested $20,000 in general <br />fund dollars and $10,000 from the Social Services sponsorship program. He is <br />concerned with the amount of their requests as well as asking for funding from two <br />different sources. He feels their program is a state responsibility. <br />MOTION, passed <br />Mr. Wagner moved and Mr. Vanyo seconded to remove $20,000 from <br />the general fund and retain the $10,000 sponsorship request from <br />Guardian and Protective Services for consideration by the Social <br />Services Board. On roll call vote, the motion carried unanimously. <br /> <br />The board discussed the sponsorship fund and Mr. Montplaisir said $125,000 has <br />been allocated for 2007. <br />MOTION, passed <br />Mr. Vanyo moved and Mr. Wagner seconded to increase the <br />sponsorship allocation in the Social Services budget by $5,000. <br />Discussion: Mr. Montplaisir said the additional dollars would come <br />from the Social Service reserves. Mr. Pawluk said GaPS received <br />$2,000 in sponsorships in 2005 and in 2006 and questioned why the <br />funds should come from Social Service reserves rather than the <br />general fund. Mr. Wagner said $5,000 out of a $1 million reserve fund <br />is minimal. Mr. Montplaisir said the Social Services Board makes the <br />final determination on what organizations receive allocations from the <br />sponsorship fund. On roll call vote, the motion carried with four <br />members voting "Yes" and Mr. Pawluk voting "No." <br /> <br />MOTION, passed <br />Mr. Vanyo moved and Mr. Wagner seconded to approve the 2007 Cass <br />County Budget at $52,933,258 with a tax levy of no more than 61.00 <br />mills for the General and Special Revenue Funds of the county; no <br />more than 2.35 mills for the Weed Control Fund; 1.00 mill for the <br />Vector Control Fund and Red River Joint Water Resource District; % <br />mill for the County Park Fund; 3.50 mills for Southeast Cass Water <br />Resource District; and no more than 4.00 mills for the Rush River, <br />Maple River and North Cass Water Resource Districts in Cass County. <br />On roll call vote, the motion carried unanimously. <br />
