Strategic Initiatives for the Metro Area

I Strategic Initiative 1: Intergovernmental Cooperation

It is important to recognize that the metro area is a single regional housing market.
Meshing the housing plans of each metro community and the two counties will
facilitate information sharing and enable public and private stakeholders to engage
in a dialogue about the housing market demand using a common framework.

Develop an intergovernmental agreement on selected items such as greater
consistency in subdivision regulations for smaller, more affordably priced housing,
tax or other incentives, infrastructure financing or other fees, and design standards
such as lot sizes, frontages, garages, square footage, and development approval
processes.

Set workforce housing production goals based on the housing market analysis's
projection of the demand potential of 1,750 homes under $150,000 and 300-350
apartments with rents under $600 per month.

Streamline procedures for processing and approval of workforce and mixed-
income housing development plans and permits. For example, this could be
designating specific staff to review and work with other city departments to resolve
problems with the development plan or the building permit.

ACTIONS

./ Prepare or update the housing element of all comprehensive plans
including the four metro cities and two counties.

Begin looking at the housing element of community's comprehensive plans and
develop a common format.

./ Develop a metro-wide Consolidated Plan. Add Dilworth, West Fargo,
Cass and Clay counties to the Consolidated Plans for Fargo and
Moorhead.

33

Linda S. Donnelly.
