POSITION JUSTIFlCA TION 1. The Cass County Sheriff is an officer of the court and as such, he or his deputies are responsible for attending court hearings which require the presence of a licensed peace officer. Nonnally, our presence is required for those in-custody, those deemed a security threat, those deemed potentially violent and those that the court specifically requests. Our office also maintains a security presence at the entrance to the Courthouse and Annex to deter those that would disrupt county business and to detect items which would be inappropriate or illegal to bring in to county buildings. If this position was not filled, it would be impossible to continue providing such security with current staff without an excessively high use of overtime. 2. Licensed Peace Officers are required for court duties and the Sheriff has elected to replace the current contracted security positions with deputies at the entrance to the Courthouse and Annex. This was to provide for more unifonnity to the process as well as to provide licensed law enforcement with greater authority than would be available to private security staff 3. Our office does not see a means to recover these costs.
