<br />Commission Minutes-August 21, 2006 3118 <br /> <br />200,000 meals a year with 25,000 meals provided at the rural senior centers in addition to <br />the "Meals on Wheels" program. The transportation service operates 2~ days per week. <br /> <br />Mr. Wagner discussed the possibility of moving a ~ mill from the Human Service Fund to <br />the Senior Citizen Fund for one year, which would bring in $200,000. County Auditor <br />Michael Montplaisir said the Human Service budget has a 9~ % reserve and with the ~ mill <br />transfer would have a 7~ % reserve. <br /> <br />Mr. Arett said the roles provided by the rural senior centers and the Fargo Senior <br />Commission are different and that their agency serves a county function. He said funds <br />have been saved to help pay for a new building and the plan is to spend $400,000 from their <br />reserves. Mr. Vanyo asked how much their organization has in reserves and Mr. Arett said <br />they have $700,000. <br /> <br />The board discussed the need for additional space at the courthouse campus and the <br />struggle to save funds for a new addition. Mr. Wagner supports a one-time allotment as <br />their agency has never asked for dollars to fund a capital improvement project. <br />MOTION, failed <br />Mr. Wagner moved and Mr. Vanyo seconded to move % mill from the <br />Human Service Fund to the Senior Citizen Fund as a one-time allotment <br />of $200,000 to be put toward new administrative offices and senior center <br />for the Fargo Senior Commission. Discussion: Mr. Pawluk said that <br />while he supports the program, the commission cut funding and new <br />employee requests from the Human Service budget and does not feel it <br />is fair to cut dollars from their reserves; he prefers $200,000 be used to <br />lower the county mill levy rate. Mr. Wagner said the county has been <br />good fiscal stewards in reducing the mill rate over the last several years. <br />On roll call vote, the motion failed with Mr. Pawluk, Mrs. Sorum and Mr. <br />Bennett voting "No"; Mr. Wagner and Mr. Vanyo voting "Yes". <br /> <br />MOTION, passed <br />Mr. Vanyo moved and Mr. Pawluk seconded to move $40,000 from the <br />senior citizen levy reserves to be used toward the building project for the <br />Fargo Senior Commission. On roll call vote, the motion carried with Mr. <br />Vanyo, Mr. Pawluk, Mrs. Sorum and Mr. Wagner voting "Yes" and Mr. <br />Bennett voting "No." <br /> <br />8. MAPLETON CITY COURT SERVICES, Chairman authorized to sian aareement <br />Jeff Shirley, Mapleton City Mayor, John Schockley, Mapleton City Attorney, and Jason <br />Kirkeby, Mapleton Municipal Judge, were present. Mr. Shirley said the city has not used a <br />judge for several years based on a decrease in citation numbers. Last week, the city <br />approved the first reading of an ordinance to abolish the municipal judgeship. The city <br />erroneously placed the judgeship position on the primary election ballot and no candidates <br />officially filed to run for the office. Mr. Shockley said the city is concerned about how to fund <br />the municipal judge in relation to the fees received from citations. <br /> <br />State's Attorney Birch Burdick said if the commission signs the contract, the number of <br />cases handled by district court will be minimal and will not impact the county or his office. <br />
