<br />Cass County Delinquency Prevention Plan <br /> <br />Turnabout <br /> <br />Priority Program: Turnabout <br /> <br />Primary Risk Factors Addressed <br />..jEarty & Persistent Antisocial Behavior <br />..j Academic Failure in School <br />..jLack of Commitment to School <br />..j Alienation and Rebelliousness <br />..jLow Neighborhood Attachment <br /> <br />Protective Factors Enhanced <br />..jHealthy Beliefs and Clear Standards <br />..jIndividuat Characteristics <br />..jBonding <br /> <br />ANALYSIS OF NEED: <br />There is a need for comprehensive programs for 50 high risk youth in Fargo and West Fargo <br />who are failing in school, need supervision after-school due to delinquency, and who are in <br />serious conflict with their parents and at risk of being removed from their homes. <br />The Turnabout program was developed to "turn things around" at home and at school and to <br />prevent further involvement in the juvenile justice and child welfare systems. This is <br />accomplished by providing a range of services including after-school supervision tutoring, peer <br />support, group counseling, crisis intervention and individual counseling.. The program is intense <br />providing services on a daily basis, Most of the participants are Junior High students, <br /> <br />-- Programs To Be Operated By: Youthworks 317 South University Drive, Fargo ND 58102 <br />-- Collaborations & Interagency Agreements: Juvenile Court <br /> <br />Successes <br />Eighty-three percent (83%) of the participants showed some improvement in school grades. <br />92.3% of the participants at risk of placement remained at home under the custody of their <br />parents. <br />59% of the participants with juvenile justice system histories had no further involvement while <br />an active Turnabout participant. <br />Seventy-seven percent (77%) of the participants showed some improvement in school behavior, <br />Eighty-one percent (81 %) of the participants showed some improvement in school attendance, <br />Seventy-two percent (72%) of the participants showed some improvement in emotional stability. <br /> <br />Challenges <br />-- Limitations: Approximately 12 students can attend on a given day. On an annual basis 25 <br />youth have been served at each site. <br />-- Staffing: Licensed Social Worker, Teacher/Tutor, Peer Y outhworkers <br />-- Training: Peer Y outhworkers must complete Peer Y outhworker training <br /> <br />Funding Issues <br />-- Start-up Requirements: This is a crosscutting program affecting the education, juvenile justice <br />and child welfare systems, Ideally support should come from the county, schools and court. <br />-- Current Funding: Title II Juvenile Justice & Delinquency Prevention Act <br />-- Co-Payments: No fee is charged <br />-- Costs per client <br />-- Expansion requirements: Currently Fargo & West Fargo site, 2 sites would better serve Fargo <br /> <br />Goals <br /> <br />Page 19 <br />
