<br />Cass County Delinquency Prevention Plan <br /> <br />Merchant Accountability (Shoplifting) <br />Priority Program: Merchant Accountability (Shoplifting) <br /> <br />Primary Risk Factors Addressed <br />,j'Early & Persistent Antisocial Behavior <br />,j' Academic Failure in School <br />,j'Lack of Commitment to Schoot <br />,j' Alienation and Rebelliousness <br />,j'Low Neighborhood Attachment <br /> <br />Protective Factors Enhanced <br />,j'Healthy Beliefs and Clear Standards <br />,j'Individual Characteristics <br />,j'Bonding <br /> <br />ANALYSIS OF NEED: <br />In 2001, one hundred and seventy-one (171) referrals were made to Juvenile Court for <br />shoplifting. <br />A Merchant Accountability Board (MAB) was established to serve juvenile offenders charged <br />with shoplifting, Youth referred to MAB are required to complete a contract which includes a <br />letter of apology, or a personal apology, attend a shoplifting class and to make restitution or <br />provide community service, <br />-- Programs To Be Operated By: Youthworks 317 South University Drive, Fargo ND 58102 <br />n Collaborations & Interagency Agreements: Juvenile Court <br /> <br />Successes <br />MAB is a voluntary program and some youth fail to follow through <br />92.3 % of the MAB clients completed their contracts, four youth failed to follow-through <br />following a intake and were referred back to the Juvenile Court. <br /> <br />Challenges <br />-- Limitations: This a diversion program used by the court primarily for I st time shoplifting <br />offenders. They can choose whether to participate and if they complete their contract their <br />record is expunged. <br /> <br />Fnnding Issues <br />n Current Funding: This project is funded entirely by JAIBG <br />-- Long term funding {Source & Amounts}: <br />n Co-Payments: No co-payments <br />n Costs per client: $77.48 <br />.- Expansion requirements-This program will probably not grow much above 70 first time <br />offenders. <br /> <br />Goals <br />To coordinate the activity of the Merchant Accountability Board overseeing restitution and <br />community service plans for 50 youth cited for shoplifting with 90% completing their approved <br />restorative justice plans. <br /> <br />ptan Update.
