<br />Cass County Delinquency Prevention Plan <br /> <br />Diversion <br /> <br />-- Current Funding: Juvenile Court ($21,500) R5CSCC ($31,000) <br />-- Co-Payments: For families receiving brief family therapy there is fee based on ability to pay <br />-- Expansion requirements: We believe that there is a need to serve approximately 100 youth <br /> <br />Goals <br />The following goal has been established for the unruly diversion project: <br />Youthworks, in collaboration with the Juvenile Court will provide intensive casework for <br />60 "deep-end, unruly youth and their families who with the staff collaboratively develop <br />a diversion plan focused on keeping the youth at home, in the community and out of the <br />juvenile justice and child welfare systems. <br />The outcome that has been established is as follows: <br />Eighty-five percent of the youth referred to the Youth works Unruly Program will remain <br />in the custody of their parents, in school and in the community. <br /> <br />Objectives <br />-- Numbers of clients to be served <br />Baseline 2002 60 vouth <br />2003 80 youth <br />2004 100 youth <br />2005 120 youth <br /> <br />Budget: <br />Baseline <br /> <br />2002 $ 88,863 <br />2003 $ 92,418 <br />2004 $ 96,114 <br />2005 $ 99,958 <br />Inflation Factor: 4% per year <br /> <br />Personnel <br />Fringe <br />Operating <br /> <br />$ 62,228 <br />$ 15,326 <br />$ 8,009 <br /> <br />Ongoing Funding Strategy <br />There is a need for state-wide diversion funding and it is being pursued by the court. There have <br />been successful demonstrations showing that their is a reduction in longer-term placement and <br />hence a savings of county and state child welfare dollars. In the demonstration projects funding <br />has come from the court, the counties (via child welfare), and the Regional Children's Service <br />Coordinating Committees. Brief family therapy is provided and a fee is charged based on ability <br />to pay, Attempts have been made to secure Federal funding (Family Focused/IV -E) but the <br />funding is committed at this time, <br /> <br />2004 Funding Update, Refinancing is no longer available to the Court or the CSCC, The <br />CSCC will be defunct in 2005, Some of its funding has been transferred to a donor advised fund <br />managed by the Dakota Medical Foundation. The Dakota Medical Foundation has committed <br />$5000 for the diversion project for 2004-05.
