The problem is <br />that without illtellsefamily-focused services, ullruly youth are at high risk offurther <br />involvemellt ill the judicial system alld removal from the home alld the commullity. <br />The Uniform Judicial Court Act defines the unruly child as "habitually disobediellt of the <br />reasollable alld lawful commallds of the parellt, guardian, or other custodiall alld is <br />ullgovemable", Youthworks provides case management and a comprehensive package of <br />services to keep unruly youth at home and in the custody oftheir parents. These services include <br />assessment, crisis intervention, emergency shelter care, individual counseling, brief family <br />therapy, peer support, support groups, after-school supervision & tutoring, the KEYS (teaches <br />decision making), anger management, and Merchant Accountability (shoplifting education and <br />restitution). Often, Y outhworks can provide a "one-stop" package of services for the unruly <br />adolescent. Attendant care, crisis beds, psychiatric placement and other services supplement the <br />core services provided by Youthworks. The aforementioned services, managed by an <br />experienced social worker, have proven effective in maintaining youth in their homes and in the <br />community. <br />n Programs To Be Operated By: Y outhworks 317 South University Drive, Fargo ND 58102 <br />n Collaborations & Interagency Agreements: Juvenile Court <br /> <br />Successes <br />n Placements Prevented: None of the 53 cases closed in 2001 were place longer term <br />-- Further Juvenile Justice Involvement: 89 % had no further juvenile justice involvement <br />n General Outcomes: 72% of the participants met "all" or "most" of their goals, 21 % met <br />"many" or "some" of their goals and 6% met none of their goals. <br /> <br />Challenges <br />-- Limitations: The current diversion program includes primary prevention and this area may not <br />be fundable over the longer term. In 2002-03 the diversion program will focus exclusively on <br />"deep elld ullruly" youth who are at risk of out-of-home placement. This is an area of high <br />need and requires active parental participation, <br />-- Staffing: Licensed Social Workers <br /> <br />Funding Issues <br />Youthworks has received multiple source funding for both prevention and "unruly diversion". <br />Funding for "unruly diversion" was included under JAIBG and is now partially funded by the <br />court and the Region V CSCC. <br /> <br />Page 6 <br />
