The Cass County Delinquency Prevention Plan is attached and is solely focused on delinquency prevention, The Region V Plan does not include delinquency in its plan, It is important to note that the CSCC plan relies heavily On America's Promise-The Alliance for Youth, This strategy is focused on increasing essential resources young people need for building health, fulfilling and productive lives. America's Promise is somewhat similar to the Communities That Care model regarding protective factors, The essential resources are somewhat analogous to the protective factors, The CSCC is playing less of arole since the loss of its funding, The Title V request is, however, consistent with the Unit 2 Juvenile Court plan to provide diversion services with the discretionary funding provided for the first time by the ND Legislature. The five resources include: Mentor - An ongoing relationship with a caring adult mentor, tutor, or coach Protect - Safe places and structured activities during non-school hours Nurture - A healthy start Prepare A marketable skill through effective education Serve - An opportunity to give back through community service The CSCC developed five goals and objective for Region V 1) That all children are cared for and nurtured 2) That all children are safe physically and emotionally 3) That all children have a healthy start and a health future 4) That all children have an effective education 5) That all children contribute to the community through service and positive behaviors All of the delinquency prevention programs identified in the Cass County Delinquency Prevention Plan could fit into the Region V CSCC plan. Title V funding is sought for a single project that was initially funded by JAIBG as part of a larger project focused On at-risk youth. It is important to note that "diversion" was recognized by the CSCC as a major project and was historically co-funded by the CSCC. Portions of the "at-risk" diversion project are currently funded, in part, by the Juvenile Court, the Fargo and West Fargo schools, the Department of Public Instruction and the US Department of Health and Human Services. The diversion program focuses On unruly youth including status offenders, runaways, truants and youth suspended from schoo\. Some of this funding is restricted to a sub-population of the larger "unruly" population and some of the funding encompasses a larger at-risk group.
