Box 2806 <br />Fargo, North Dakota 58108-2806 <br /> <br />Dear Chairman Bennett, <br /> <br />Thank you for taking time to attend the Municipal Airport Authority board meeting that <br />was held June 13,2006. <br /> <br />As you are aware, Mr. JeffVolk from Moore Engineering presented the Airport <br />Authority with three options to address the ongoing bank slides along Cass Country <br />Drain 10 at 32nd Avenue North in Fargo. Mr. Volk presented the options following an <br />earlier presentation to the Southeast Cass Water Resource District board. <br /> <br />The Airport Authority decided to pursue gathering additional information related to the <br />lowest cost project option presented by Mr. V olk. This option is estimated to cost <br />$640,000 and involves the relocation ofa portion of Drain #10. Mr. Vol.k indicated SE <br />Cass would be able to fund approximately $230,000 of the estimated cost that leaves a <br />$410,000 balance. The majority of this cost involves the replacement of the drain <br />crossing that is currently a bridge structure. The proposed project eliminates the current <br />bridge structure and replaces it with dual box culvert section to maintain the 32nd Avenue <br />North crossing capability over Drain 10. Mr. V olk advised that SE Cass would not be <br />able to participate in the cost of the crossing. <br /> <br />Mr. Volk has proposed that the Airport Authority would be responsible for $240,000 of <br />the estimated cost with Cass County contributing $170,000, or approximately 40%, of the <br />cost associated with the section line crossing over the drain. Mr. V olk conveyed that this <br />is based upon information referenced in the North Dakota Century Code Section 61-21- <br />32. <br /> <br />I have enclosed a copy of the estimate Mr. Yolk provided to the Airport Authority dated <br />June 9, 2006. <br /> <br />P.O.
