The bridge replacement is necessitated by a project to <br />relocate drain 10 to repair a bank slide threatening one or more airport <br />buildings. SE Cass Water Resource District and the Airport Authority have <br />explored several alternatives and concluded that the drain relocation is the <br />most cost effective solution. <br /> <br />The $160,000 request was based on Cass County Funding 40% of the <br />bridge replacement cost. The total project cost is estimated at 640,000 <br />including $400,000 for the bridge replacement and $240,000 for the channel <br />work. <br /> <br />Consistent with ND Century Code, the County typically funds 40% of the <br />local cost of bridge replacements on legal drains for County and Township <br />roads. This project is somewhat unique. The bridge is on a section line <br />road and crosses a legal drain. It is within the City of Fargo Airport <br />property and the road is generally gated. My initial reaction to the request <br />was to recommend against County participation. After visiting with Airport <br />and SE Cass WRD officials at the site on July 25, I decided to support the <br />request and recommend Commission approval of the request.
