This <br />fund was created by the Legislature to reimburse the cost of special o ~rafion team deployment. The Attorney <br />General will reimburse the jurisdictions that maintain a special operations unit when a county that doesn't have a <br />team requests this type of assistance. <br /> <br />The Attomey General plans to devote federal funds to this effort and is asking counties to contribute the necessary <br />matching funds. In many ways this is a type of self-insurance pool toienable a county to access a special operations <br />team when a situation warrants, but protection for the county against ~ huge bill from the jurisdiction that sends the <br />team. It is estimated that the recent incident in south Bismarck may tgtal $20,000 in overtime, travel, and supplies for <br />the special operations teams involved - a huge burden for any county ~hat would require this type of assistance. <br /> <br />The Attorney General's Office has requested that NDACo use our existing joint powers agreement among counties to <br />solicit each county's contribution. Participation is ontional, but we slrOngly urge that each county give it serious <br />consideration. Should your county elect to participate, we ask that thei signed Acknowledgement be returned to <br />NDACo. your contribution will not be requested until we send partiqipants CY2004 billings prior to the end of the <br />year. Currently, there are Special Operations teams operating out of Cass, Grand Forks, Ward, Stutsman, and <br />Burleigh-Morton. <br /> <br />Sample Motion: <br /> <br />Move to authorize the chairman to sign the Joint Powers Agreement for <br />Purchasing as it pertains to reimbursing costs associated with Special <br />Operation Teams. <br /> <br />Respectfully <br /> <br /> Major Glenn D.
