<br />Commission Minutes-June 19, 2006 3081 <br /> <br />Mr. Burdick said he is recommending the contract be approved as to form; however, the <br />cost to the counties in 2007 is unclear. Mr. Vanyo wanted to emphasize any action taken <br />today pertains only to outgoing interstate cases and not any other functions. <br />MOTION, passed <br />Mr. Vanyo moved and Mr. Wagner seconded to authorize the <br />expenditure of $6,915.00 from the special projects account for the <br />Interagency Cooperative Agreement for outgoing interstate cases and <br />to authorize the regional child support administrator to sign the <br />proposed agreement, subject to state's attorney approval. Discussion: <br />Mr. Wagner is concerned this will be a permanent cost to county <br />taxpayers without any county control over use of the funds. Mr. Vanyo <br />serves on the task force studying this issue and they have indicated the <br />funding issue will be re-addressed during the next legislative session. <br />On roll call vote, the motion carried unanimously. <br /> <br />7. CASS COUNTY JAIL ADDITION, Change orders approved <br />Bonnie Johnson, County Coordinator, said a change order in the amount of $17,624.00 <br />has been requested by Foss Architecture on the jail addition, which exceeds the <br />$5,000.00 threshold required for commission review. She received notice two months ago <br />that an additional emergency exit is needed based on a code review. <br /> <br />Rick Hoganson, Foss Architecture, was present to explain the change order request. He <br />said the pod in the southeast corner of the jail is like an island and creates an obstacle for <br />exiting purposes, as the exit to the main corridor is the only one available and there needs <br />to be two, according to building code. Mr. Hoganson said codes were reviewed last fall, <br />but because construction was delayed until this spring, the issue now needs to be <br />addressed. Mr. Pawluk asked whose responsibility it is to review the codes and Mr. <br />Hoganson said numerous agencies reviewed them, but feels they are subject to <br />interpretation. <br />MOTION, passed <br />Mr. Pawluk moved and Mr. Vanyo seconded to approve change order #4 <br />in the amount of$17,624.00 as presented by Foss Architecture, with the <br />stipulation that their contractual fee of 5.5% would not be charged on <br />this change order. On roll call vote, the motion carried unanimously. <br /> <br />Mr. Hoganson said their firm would not charge a contractual fee on this type of change <br />order, but would on significant owner requests. <br /> <br />Mrs. Johnson discussed three change orders requested by the county: <br />Change order #5 in the amount of $2,206.00 to install a shut down switch for the <br />ventilation system in master control. She said this is to allow staff to control the air <br />quality in an emergency situation involving dangerous noxious odors that may harm <br />staff and inmates; <br />Change order #6 in the amount of $1,540.00 for several electrical receptacles, a <br />computer outlet and an additional breaker panel for welding equipment; and <br />Change order #7 in the amount of $447.00 to install two floor drains and shut off <br />valves in the custodial closets used by inmate workers. <br />
