-.

. the new protocol (DR-IP). No loss of critical services as implementatior takes place.
MSC also provides path for future growth, such as adding more sites and channels.
. One of the main reasons our group is upgrading our mobile data system is to increase
data speed. As data speed increases, RF coverage decreases. Only Dataradio provides a
technology called Parallel Decode that greatly improves coverage which makes up for the
losses experienced when increasing the data speed. Superior RF coverage which
significantly increases throughput and system performance.
. Dataradio is the only vendor that provides 43.2 Kbps data speed and higher that is
seriously needed for large file transfers. Our joint law enforcement record management
system (RMS) continues to add software application enhancements to the mobile data
system. This means larger and many more file transfers, which directly relates to system
loading and performance. Higher data speeds are demanded of mobile data systems
because of the lack of bandwidth and spectrum. Dataradio is the only vendor that
provides data speeds of up to 128 Kbps in a private wireless network, while other systems
are still running at 19.2 Kbps. Maximum efficiency is obtained from the limited spectrum
and bandwidth available, utilizing leading-edge technology to maximize RF coverage,
loading and throughput.
. Dataradio provides an additional over the air protocol (Dynamic Bandwidth Allocation)
that enhances system performance for large file uploads and A VL applications. No other
vendor provides this level oftechnology. When using Dynamic Bandwidth Allocation
(DBA), large data files can be transported from the field to dispatch without disruption,
which improves throughput significantly. Also, AVL files do not need a dedicated
packet, A VL data is inserted into packets already being sent.

Sample Motion:

Move to approve an expenditure budget adjustment of $60, 000 for the purpose of
upgrading the law enforcement mobile computer system with Dataradio being the primary
vendor. Further approve a revenue budget adjustment of $48,000 to reflect the amount billed
other jurisdictions for this project.

Respectfully,

Sheriff Donald Rudnick

k

Major Glenn Ellingsberg
Chief Deputy

cc.
