Three more <br />sites are planned but those costs will be included in our 2007 budget. You may <br />recall that Cass County budgeted for this upgrade during 2005 but those funds <br />were not expended as our license application was still under review by the FCC. <br />That process has concluded and we may now proceed with our project upgrade. <br /> <br />The upgrade will cost approximately $60,000 per site and the cost is split evenly <br />between City of Fargo, City of Moorhead, City of West Fargo, Clay County and <br />Cass County. Each entity will pay approximately $12,000 toward this project. <br /> <br />Our existing equipment is provided by Dataradio and we are asking that we be <br />allowed to sole source the upgrade with our current vendor based on the following <br />justification: <br /> <br />. Existing Software Applications will not require any modifications to <br />interface with the new Dataradio mobile data system. Removes concern <br />for additional costs and interface risks. <br />. Dataradio is the only vendor that can provide an upgrade path that will <br />allow the existing mobile data system to operate on the same data channel <br />as the old mobile data modems are being removed and the new mobile <br />data modems are being installed. Utilizing the Dataradio Multi-site <br />Controller (MSC) provides a migration path that allows the mobile data <br />system to continue operation during the system change over. The MSC <br />allows the system to run at the old data speed (9600) as well as the new <br />data speed (128 Kbps), and will operate both the old protocol (DMP) and <br />
