8) December 15, 2005 -- Meeting with county commissioners.

A meeting was held on this date with County Commissioner Ken Pawluk, County
Commissioner Vern Bennett and County Commissioner Robyn Sorum. Mr.
Pawluk said one of his priorities is water and drainage concerns and he thinks
the county should be more pro-active in water management issues. Mr. Bennett
discussed landfill and solid waste disposal issues and converting trash to energy
through the incineration process.

9) December 22, 2005 -- Meeting with emergency management.

A meeting was held on this date with Emergency Manager Dave Rogness. He
said after the September 11 th terrorist attacks, his department became part of
the federal Homeland Security Office. His office is located in the Fargo Public
Safety Office and he works closely with the City of Fargo, who has their own
emergency manager. He also works closely with the rural fire departments. He
said the public radio system is in the process of being replaced and rebuilt in
Cass and Clay Counties.

The committee discussed the City of West Fargo and their emergency plans.
West Fargo chose not to participate in the newly formed regional joint dispatch
center. Mr. Rogness has offered his services to the city, but it appears they want
to use their own emergency operations plan.

10) January 17, 2006 -- Meeting with State's Attorney and District Court.

A meeting was held on this date with State's Attorney Birch Burdick and District
Court Administrator Rod Olson. Mr. Burdick and Mr. Olson both spoke of the
need for additional office space and there was discussion about a new addition to
the Courthouse that may be built within the next few years. Mr. Burdick also
spoke about the meth drug problem, the effect on its users and the resulting
increase in cases because of tougher state laws for meth-related crimes.

11) January 24, 2006 -- Meeting with Water Resource District board members.

A meeting was held on this date with representatives from the Water Resource
Districts as follows: Tom Fischer, Southeast Cass; Mark Brodshaug, Southeast
Cass; Mike Buringrud, North Cass; Rodger Olson, Maple River; Carol Lewis,
SecretarylTreasurer; Jeff Volk, Engineer, Moore Engineering; and Sean
Fredericks, Attorney, Ohnstad Twichell Law Firm.

The group asked for any recommendations from those present. Mr. Fischer
encouraged open communication between the county planning commission and
water boards to deal wit~ future growth of the metropolitan and surrounding
areas. Mr. Brodshaug requested more formal communication between the
county highway department and water boards to provide input before road
construction projects begin. Mr. Olson suggested the Cass County Commission
and Barnes County Commission meet to discuss water issues between the two
counties.

5
