<br />BE IT FURTHER RESOLVED that Local Governance Advisory Committee <br />advises the Cass County Commission to consider studying the delivery of <br />services to the citizens of Cass County by the offices of County Recorder, <br />County Treasurer, and County Auditor to determine if changes can be made to <br />enhance the convenience and effectiveness of the service. <br /> <br />Dated at Fargo, North Dakota, this 21 st day of November, 2005. <br /> <br />The committee decided to schedule this for discussion at the Cass County <br />Commission meeting on November 21, 2005. <br /> <br />5) November 18, 2005 -- Meeting on information technology issues. <br /> <br />A meeting was held on this date with Information Technology Director Terry <br />Schmaltz and GIS Coordinator Kay Anderson. Mrs~ Anderson gave a <br />presentation on how the GIS (Geographical Information Systems) program <br />works. Mr. Schmaltz discussed the structure and duties of his department. He <br />suggested the committee consider the following recommendations: work with <br />other government agencies to establish a database of complete parcel <br />information; conduct assessments of county and city database systems to <br />determine the best and most cost effective method of sharing information <br />between local governments; and publish the website address to follow <br />government standards. There was also discussion about the current tax system <br />which was created in 1987 and is in need of modifications. <br /> <br />6) November 29, 2005 -- Meeting with Social Services and Regional Child Support. <br /> <br />A meeting was held on this date with Social Services Director Kathy Hogan and <br />Southeast Regional Child Support Director Kathy Ziegelmann. The mission of <br />both departments and the services each provides was outlined. There was <br />discussion about child support payments and ways to make the process easier <br />when attempting to locate a parent. The committee suggested education of <br />employers and the importance of submitting employee social security numbers to <br />the state when someone is hired. <br /> <br />7) December 8, 2005 -- Meeting with county commissioners. <br /> <br />A meeting was held on this date with County Commissioner Scott Wagner and <br />County Commissioner Darrell Vanyo. The group discussed those county <br />residents receiving financial assistance through Social Services and possible <br />work opportunities available through North Dakota Job Service. The committee <br />suggested the county look at ways to educate those who receiye economic <br />assistance and are struggling to find employment, about the help available <br />through Job Service. <br /> <br />Mr. Vanyo discussed the possibility that Regional Child Support may be state <br />administered and whether services will improve and cost less to the taxpayer. <br />The committee agreed if a program is funded locally, it should be controlled <br />locally. If the state takes over a program, the state should fund it and present a <br />documented plan of the cost savings and improved efficiencies. <br /> <br />4 <br />
