<br />BE IT FURTHER RESOLVED, That the local advisory study committee be made up of <br />the following members from Cass County: Chad M. Peterson, Troy Asweqe, Brian <br />Walters, Bernie Dardis, and Todd Fuchs who shall serve without compensation but who <br />will be entitled to receive actual and necessary expenses incurred in the performance of <br />official duties. <br /> <br />AND BE IT FURTHER RESOLVED, The local advisory study committee is charged with <br />the responsibility of providing the Cass County Commission with a report detailing any <br />recommendations on or before January 1, 2006. <br /> <br />Dated at Fargo, North Dakota, this 18th day of July, 2005. <br /> <br />COMMITTEE PROCESS <br /> <br />At its first meeting held August 31, 2005, the advisory committee selected Bernie Dardis <br />to serve as the chairman of the group. <br /> <br />As a means of defining the scope of inquiry, the committee heard comments from <br />County Commission Chairman Darrell Vanyo regarding several issues that need to be <br />studied, including elected versus appointed offices of the county recorder, county <br />treasurer and county auditor; possible consolidation of duties within the county and with <br />other governmental agencies; and local versus state funding of county programs. The <br />group decided to hold future meetings with county department heads and other offices <br />to gather information. A brief synopsis of those meetings follows: <br /> <br />1) September 15, 2005 -- Meeting with county department heads. <br /> <br />A meeting was held on this date with the following department heads: County <br />Auditor Michael Montplaisir; County Coordinator Bonnie Johnson; Tax Director <br />Frank Klein; County Recorder Deanna Kensrud; and County Treasurer Charlotte <br />Sandvik. <br /> <br />The purpose of the meeting was for department heads to discuss the duties of <br />each department, ways they cooperate with governmental entities and any <br />concerns they rnay have. <br /> <br />2) October 6, 2005 -- Meeting with law enforcement officials. <br /> <br />The purpose of this meeting was to gather information on the county sheriff's <br />department and the county jail. County Sheriff Donald Rudnick and Jail <br />Administrator Glenn Ellingsberg gave presentations to the committee. The <br />discussion included mental health issues and the need for a transitional facility to <br />house these types of prisoners rather than being incarcerated at the jail and the <br />availability of inmate court hearings held through interactive video. Committee <br />members discussed joint services (i.e. joint dispatch center) and in the interest of <br />cost savings to taxpayers and of public safety, strongly encourage joint services <br />with the larger cities in Cass County. <br /> <br />2 <br />
