<br />REPORT OF LOCAL GOVERNANCE ADVISORY COMMITTEE <br /> <br />INTRODUCTION <br /> <br />The scope and content of this report is expected to provide the Cass County <br />Commission with a clear understanding of the goals, objectives, and resolutions of a <br />local governance advisory committee study of local issues. <br /> <br />North Dakota Century Code Chapter 40-01.1 requires a study of city and county <br />governments at least once every five years. The law was passed by the state <br />legislature in 1993, for the purpose of providing governments with an opportunity to <br />undertake self-reflection and perhaps to consider different forms of government allowed <br />under North Dakota Century Code. The last rnajor study of Cass County Government <br />resulted in the adoption of a Home Rule Charter, which was approved by voters in <br />1994. <br /> <br />A community-wide study called "Project Tomorrow" was completed in 2000 by a number <br />of local entities within the Fargo-Moorhead metropolitan area and creation of the first <br />local governance advisory task force was approved by the Cass County Board of <br />Commissioners in April, 2000. The second local governance advisory task force was <br />created through a resolution approved by the Cass County Board of Commissioners on <br />July 18, 2005, as follows: <br /> <br />RESOLUTION #2005-14 <br /> <br />Whereas, It has been more than five years since the last citizen study of Cass <br />County Government; and <br /> <br />Whereas, North Dakota Century Code Chapter 40-01.1 requires that city and county <br />governments periodically review governmental structure and cooperation <br />between governmental agencies; and <br /> <br />Whereas, The State of North Dakota has passed "tool chest" legislation in Chapter <br />11-10.2 of the North Dakota Century Code; and <br /> <br />Whereas, A Home Rule Charter was adopted by Cass County voters in November, <br />1994; and <br /> <br />Whereas, Information technology and e-government are on the forefront of the <br />changing economy, both in the private and governmental sectors. <br /> <br />NOW, THEREFORE, BE IT RESOLVED, That a local advisory study committee be <br />commissioned to review the options available to county government, taking into <br />consideration the "tool chest" legislation and the home rule charter. <br /> <br />BE IT FURTHER RESOLVED, That this committee should look at the possibilities of <br />further collaboration between other governmental entities and Cass County and e- <br />government services to provide more value to the county's citizens. <br /> <br />1 <br />
