<br />The 2005 year is probably the most "normal" year because we have had
<br />less of problem with the telephone providers sending the fees to the
<br />correct jurisdiction, However, the amount of fees to the county is
<br />declining for two reasons, people are dropping their land lines, and area
<br />is being annexed into the cities of Fargo and West Fargo. Fortunately,
<br />the amount that we are paying into the statewide upgrade has dropped
<br />from 50 cents a line to 40 cents a line,
