<br />..t In recent years the metropolitan area has witnessed a consistent flo\v of immigrants and
<br />temporary foreign workers. These new Americans can be complelely dependent on the public
<br />transit system and the non-motorized means of transportation in their initial stay period due to
<br />economic constraints and limited knowledge of the various transportation systems and
<br />facilities.

<br />1.2 PURPOSE

<br />The basic pnrpose of the 2005 Metropolitan Bicycle and Pedestrian Plan i"

<br />.,;,l. To provide a comprehensive guideline for developing an efficient region wide bicycle and
<br />pedestrian network which is feasible. usable, and acceptable by all classes of bikers and
<br />pedestrians
<br />
<br />.t To identify concerns and issues relevant to the bike and pedestrian system
<br />
<br />;:;:.j, To address the identified issues and provide resourceful guidance to planners, stakeholders,
<br />developers, policy makers and other users to help design and promote a user friendly netv.'ork
<br />in and around the metropolitan area

<br />,t To program relevant projects and support their eligibility for federal and state funding
<br />
<br />'~16 To ensure that the state and federal policies and recommendations are relevantly incorporated
<br />
<br />1.3 STUDY ORGANIZATION
<br />
<br />The Fargo-Moorhead Metropolitan Bicycle and Pedestrian Plan was developed by the Fargo-Moorhead
<br />Council of Govemments in coordination v...ith the North Dakota Department of Transportation, The
<br />Minnesota Department of Transportation, The Federal Transit Administration, (he Federal Highway
<br />Administration, (he local Jurisdictions of City of Fargo, City of West Fargo, City of Moorhead, City of
<br />Dilworth, Cass County, Clay County and bicycle and pedestrian interest groups like the River Keepers and
<br />Concordia Cycling Club. The planning process was guided by a 15 member Metro Trails Committee
<br />representing the member jurisdictions and varied interest groups. The Transportation Technical Commiuee
<br />also provided its assistance during the planning process.

<br />In addition to the valuable guidance from the committees, there \vas excellent public participation also. All
<br />regular meetings of the Metro COG Policy Board, TTC and the Metro Trails Committee were open to the
<br />public and local media. Interested persons participated in these meetings and provided their suggestions and
