<br />I am attaching drafts of our Phase I: Post-Booking Diversion of Persons <br />with Severe Mental Illness and funding detail for your review, The cost of <br />the pilot project is significant and could cost close to $250,000. At the <br />conclusion of the project, a final determination offuture costs will be <br />possible based on measured outcomes as determined with the assistance of <br />North Dakota State University and participant surveys. A review by the <br />Department of Human Services Institutional Review Board may also be <br />appropriate. <br /> <br />According to the Bureau of Justice Statistics, over 16 percent of adults <br />incarcerated in the United States jails and prisons have a mental illness. <br />Office of Juvenile Justice and Delinquency Prevention lists 20 percent of <br />youth in the juvenile justice system have serious mental health issues, and a <br />significant number have co-occurring mental health and substance abuse <br />disorders. The National Alliance for the Mentally III states that up to 40 <br />percent of adults who suffer from a serious mental illness will come into <br />contact with the American criminal justice system at some point in their <br />lives, <br /> <br />Our goal as a committee is to determine what our community can do to <br />reduce the number of incarcerations and how our criminal justice system <br />can best respond when coming into contact with those with mental illness. <br /> <br />As we continue with this project, our committee may seek Commission <br />support when applying for any grant funds or legislative action. <br /> <br />Respectfully, <br /> <br />~ <br /> <br /> <br />'~ <br /> <br />Major Glenn Ellingsberg <br />Cass County Jail <br />
