<br />Recommendations <br />The recommendations below are intended to address the observations above. The intent ofthe <br />recommendations is not to outline a path to implementation, but is intended to be used as a <br />starting point for discussions. Once a consensus is reached on particular recommendation, the <br />analysis and design can begin to detail out the solution. <br /> <br />Reevaluate the Current Systems <br />Relative to observations above, the limitations Cass County is experiencing can be related to the <br />inflexibility of the systems used to manage the tax process. The way the systems handle parcel <br />ill's, detailed tax information, and special assessment calculations, doesn't meet the current <br />needs of the County. To help close the gaps, Cass County should re-evaluate the tax systems and <br />work through a "buy or build" decision process that focuses on these needs: <br /> <br />Better Handling of Parcel Changes <br /> <br />J- It's important for any new application to maintain the historical reference for a new <br />parcel and make it easy to pull up the parent parcel information. Each new parcel is <br />born from one existing parcel- being able to easily see that relationship is important <br />J- When a new parcel is created, typically through a split, it has been suggested that the <br />software should make it easier - for instance, a new system should make it easy for <br />duplicate information to be automatically populated into the new parcels. <br /> <br />Maintaining More Detailed Tax Information <br /> <br />J- Any new software application should be able to track more detailed special <br />assessment information. Critical information includes original amount, payments, <br />principal, term, balance, calculation method, and maintenance amount. In addition, it <br />would be helpful to track certified and non-certified special assessments for each <br />parcel. <br />J- If the County chooses to continue the process of moving data back and forth with <br />Fargo and West Fargo, it would be beneficial to update the non-certified tax amount <br />when provided by the city.
