Grant a site authorization permit to conduct games of chance under license by <br />the North Dakota Attorney General's Office for the period of July 1, 2006, <br />through June 30, 2007, for the Christine North Dakota Volunteer Firefighters at <br />the Knickerbocker Liquor Locker in Hickson, North Dakota. <br />f. Amend Commission Policy Manual Section 4.00 Advisory Boards, and appoint <br />Diane Moderow as a rural representative to the Fargo Cass Board of Health <br />for an unexpired term ending December 31,2007. <br /> <br />6. RESOLUTION #2006-9, MIDA Bond Application of Oak Grove Lutheran School Proiect <br />Attorney James Stewart was present to answer questions concerning the application of the <br />Oak Grove Lutheran School Project for MIDA Bond financing in an amount not to exceed <br />$7.5 million for the purpose of financing the construction and equipping of a multipurpose <br />fine arts facility located at 124 North Terrace in Fargo and for acquisition of land and a <br />building to be used as an elementary school located at 2720 32nd Avenue South in Fargo. <br />Mr. Stewart said a public hearing is scheduled for July 17, 2006. <br /> <br />Mr. Wagner asked about the bond limit, and County Auditor Michael Montplaisir said the <br />water resource districts may be requesting to issue up to $2 million in MIDA Bonds and with <br />the request today, the total bond debt will be $9.5 million, just under the $10 million annual <br />limit. <br />MOTION, passed <br />Mr. Pawluk moved and Mr. Wagner seconded to adopt Resolution Relating to a <br />Project under the Municipal Industrial Development Act, Giving the Project <br />Preliminary Approval, Subject to a Public Hearing (Oak Grove Lutheran School <br />Project). On roll call vote, the motion carried unanimously. <br /> <br />7. TAX EQUALIZATION BOARD, Convened for 2006 and recessed until July 17th <br />Chairman Bennett convened the Cass County Board of Tax Equalization for 2006. Frank <br />Klein, Director of Equalization, referred to his letter dated May 26, 2006, concerning the <br />annual equalization of assessments. He said the agricultural valuation increased by 6% to <br />bring the assessments in compliance with statutes, pursuant to SB 2188. The agricultural <br />assessments are based on a legislative productivity formula rather than market value. <br /> <br />Mr. Klein has reviewed rural residential assessments that were returned by the cities and <br />townships, as well as individual assessments of concerned taxpayers. He said North <br />Dakota statutes require residential and commercial property to be valued at market value <br />and since some are not in compliance, he is recommending numerous increases in <br />valuations. He suggested the board consider any individual appeals today, act on the <br />proposed adjustments to cities and townships, approve the 2006 inundated land <br />recommendations, and then recess the board of equalization meeting until July 17, 2006, at <br />which time he will provide a recommendation on individual appeals. <br /> <br />Mr. Klein said Kelly Zander, representative for Sterling Apartments located at 3140 and <br />3160 33rd Street South, Fargo, had issues with the valuation on the property. Mr. Zander is <br />not at the meeting today, but Mr. Klein will request written documentation from the Fargo <br />Assessor by June 30th in order to provide a recommendation at the next equalization <br />meeting. <br /> <br />Nachhattar Gill addressed the board at this time. He owns efficiency apartments located at <br />68 Broadway, Fargo, and said his valuation increased by 110% in one year, from $547,000 <br />
