CONTRACT APPROVAL, Paras Contractina: State Water Commission: North Dakota <br />Department of Transportation: Blue Cross Blue Shield of North Dakota <br />MOTION, passed <br />Mr. Vanyo moved and Mr. Bennett seconded to approve the following <br />contracts submitted by respective department heads, subject to state's <br />attorney approval, and authorize the chairman to sign: On roll call vote, <br />the motion carried unanimously. <br /> <br />Paras Contracting--parking lot construction at 11th Street and 3rd Avenue <br />South in Fargo (west of the annex building) in the amount of $59,346.00; <br />State Water Commission--Maple River Flood Insurance Study; <br />North Dakota Department of Transportation--signal relocation on Cass County <br />Highway 11 near Prosper; <br />Blue Cross Blue Shield of North Dakota--employee health insurance coverage. <br /> <br />10. FAIR DELEGATES, State fair annual meetina <br />MOTION, passed <br />Mr. Vanyo moved and Mr. Bennett seconded to appoint John Meyer, <br />Bruce Olson and Tim Clark as Cass County delegates to the 2003 State <br />Fair Association annual meeting scheduled for November 19, 2003 in <br />the Norsk Room of the State Fair Center, Minot, North Dakota. On roll <br />call vote, the motion carried unanimously. <br /> <br />11. RESOLUTION #2003-10, MIDA Bond hearina for NDSU Development Foundation Proiect <br />Attomey James Stewart was present for the MIDA Bond hearing on the application of the <br />NDSU Development Foundation for a horse barn and related equine facilities located at 5140 <br />19th Avenue NW in Fargo. Mr. Stewart responded to questions from the board concerning <br />bonding limits, and stated Cass County Government has no liability in the financing. <br /> <br />The chairman opened the public hearing and invited comments from the audience. Hearing <br />none, the public hearing was closed. <br />MOTION, passed <br />Mrs. Sorum moved and Mr. Vanyo seconded to approve Resolution <br />#2003-10 Authorizing the Issuance of University Facilities Revenue <br />Bonds (NDSU Development Foundation Project) under Chapter 40-57 <br />N.D.C.C. and Authorizing the Preparation of Necessary Documents <br />Therefore. On roll call vote, the motion carried unanimously. <br />
