Commission Minutes--September 19, 2003 2658

Commissioners agreed to refer the salary issue to the county personnel overview
committee to review any market discrepancies in all county departments.
MOTION, passed
Mr. Meyer moved and Mr. Bennett seconded to approve hiring one
additional assistant state's attorney and one clerical position in the
state's attorney's office. On roll call vote, the motion carried
unanimously.

Buildings and Grounds
Mr. Bennett asked for an explanation of the $60,000 budgeted for office carpeting in the
buildings and grounds budget. Bonnie Johnson, County Coordinator, said bids for
carpeting the state's attorney offices and regional child support offices totaled $45,000,
and the remainder is estimated for tile replacement, labor to dismantle modular furniture
and then reconstructing the work stations. MOTION, failed
Mr. Bennett moved to eliminate the new carpet and only do the tile
work, for a reduction from $60,000 to $10,000. The chairman called
three times for a second and hearing none, declared the motion failed
for lack of a second.
MOTION, passed
Mr. Vanyo moved and Mr. Bennett seconded to reduce the buildings
and grounds carpet line item from $60,000 to $30,000. Discussion:
Mrs. Johnson asked the board which one of the two offices they felt
should be carpeted, and it was agreed to do the state's attorney area
because of the upcoming office remodeling for the new attorney
position. Mrs. Johnson said there will be no guarantee from the
manufacturer that the same product will be available when the
regional child support offices are carpeted in the future. At the call
for the question and upon roll call vote, the motion carried with four
members voting "Aye" and Mr. Wagner opposing.

Social Services
Mr. Vanyo suggested re-visiting a social services position that was eliminated by the
county social service board a few weeks ago. He said the state's attorney's office has 16
staff supporting 19 attorneys, and the social service attorneys need support staff because
they are doing some of the non-legal duties themselves. MOTION, passed
Mr. Vanyo moved and Mr. Bennett seconded to re-instate one full-time
legal secretary in social services at $39,117 for salary and benefits. On
roll call vote, the motion carried with four members voting "Aye" and
Mr. Wagner opposing.

Sheriff-Operations MOTION, passed
Mr. Vanyo moved and Mrs. Sorum seconded to remove one re-
placement vehicle in the sheriff's operations budget, for a savings of
$20,000 for 2004. On roll call vote, the motion carried unanimously.
