I disoussed a request and received approval of <br />funding from the State Water Commission for 35% of the local cost of a flood insurance mapping effort. I'll provide some <br />background information regarding the study in the following paragraphs. <br /> <br />In recent years, Cass County has participated with FEMA, Cass County Water Resource Districts and others In several <br />projeots related to updating the flood insurance mapping in South East Cass County, The previous studies have included <br />the Red, Wild Rice, and Sheyenne Rivers. This year we would like FEMA to expend the Sheyenne River Study to include' <br />the Maple River in Southeastern Cass County including areas in the Davenport, Warren, Durbin, and Mapleton Townships. <br /> <br />FEMA is the lead agency on the overall study. The products resulting from the Study will include: New Flood Insurance <br />rate maps, new digital imagery, and new topographic mapping. FEMA has requested that local agencies fund $81,343 of <br />the Study. FEMA is funding the lion's share of the cost. The Joint Cass Water Resource District has committed $25,000 <br />toward the project. On August 6, the State Water Commission voted to fund $28,470 (35% of local cost). I recommend <br />that Cass County fund the balanoe ($27, 873). We have funds in our engineering/consulting line item of the 2003 budget <br />to cover the cost. <br /> <br />I've also included a memo from the State Engineer to the State Water Commission with additional information about the <br />project. The last page of the memo is a map illustrating the location covered by earlier and this study, The second <br />attachment is a County Map illustrating the portion of the County covered by this study. Everything east of the current <br />study area has been covered by previous phases of the study. <br /> <br />I will ask that a contract with Pacific Engineering be placed on the August 18, 2003 consent agenda to proceed with the <br />work. Pacific Engineering is FEMA's study consultant. The agreement made with FEMA Is that the local agenmies would <br />contract with the study consultant directly for the LIDAR data and Aerial Photography.
