<br />Commission Minutes-May 15, 2006 3071 <br /> <br />A public notice is published each June outlining the county sponsorship fund. Mr. <br />Chaussee said their request is 10% to 15% of the GaPS total budget and he feels this is a <br />county problem that needs to be addressed. <br /> <br />Mr. Bennett thanked everyone for attending today's meeting and said the request will most <br />likely be discussed again during county budget sessions in August. <br /> <br />9. SHERIFF'S DEPARTMENT, Approve mental health Qrant memorandum of <br />understandinQ <br />Glenn Ellingsberg, Chief Deputy from the Sheriff's Department, was present. He said the <br />application process is open for funding under the Justice and Mental Health Collaboration <br />Program and the application deadline is June 2, 2006. The plan is to apply for a $250,000 <br />grant and a 20% match of cash or in kind monies are required and would be identified prior <br />to grant acceptance. The application requires various local entities to enter into a <br />memorandum of understanding stating their support for the project. <br /> <br />Mr. Vanyo asked about the 20% match and fund availability. Mr. Ellingsberg said the <br />county may use in-kind money from existing funds for office space, telephone and benefits <br />paid for two staff. Mr. Ellingsberg is comfortable the county will meet the match and in <br />future years when the grant expires, he hopes the state legislature will appropriate funding <br />for a long-term solution. The grant extends over a three-year period. Mrs. Sorum asked <br />about working with Clay County and other entities, similar to the cooperative efforts on the <br />joint dispatch center. Mr. Ellingsberg said any collaboration with other governmental <br />jurisdictions would be beneficial to this program. <br />MOTION, passed <br />Mr. Wagner moved and Mrs. Sorum seconded to authorize Glenn <br />Ellingsberg from the Sheriff's Department to act as the Authorized <br />Organization Representative (AOR); prepare an application for the <br />Justice and Mental Health Collaborative Program on behalf of Cass <br />County; authorize him to complete and file any necessary documents or <br />electronic submissions which may be required during the grant period; <br />and approve the memorandum of understanding in support of this grant <br />application and project. On roll call vote, the motion carried <br />unanimously. <br /> <br />10. VOUCHERS, Approved <br />MOTION, passed <br />Mr. Pawluk moved and Mr. Vanyo seconded to approve Voucher No. <br />207,109 through Voucher No. 207,491. On roll call vote, the motion <br />carried unanimously. <br /> <br />11. BUILDINGS AND GROUNDS UPDATE; YOUTH COMMISSION TEEN DANCE; <br />REGIONAL CHILD SUPPORT DIRECTOR; MEETING UPDATES, Committee reports <br />Mrs. Johnson provided a buildings and grounds update. She said the sewer line was <br />repaired at the annex; landscaping was completed at the jail; step risers were painted at the <br />courthouse; and VCT tile was stripped down and re-waxed at the annex. <br /> <br />Mr. Burdick said the youth commission held a teen dance at the fairgrounds last Friday. He <br />stopped by the event and thought it was successful. <br />
