<br />Commission Minutes-March 30,2006 3050 <br /> <br />SPECIAL MEETING OF CASS COUNTY BOARD OF COMMISSIONERS <br />MARCH 30, 2006 <br /> <br />1. MEETING CALLED TO ORDER <br />A special meeting of the Cass County Board of Commissioners was called to order by <br />Chairman Vern Bennett at 4: 15 PM in the Commission Room, Cass County Courthouse, <br />for the purpose of discussing potential flooding in the county. Four members were <br />present as follows: Scott Wagner, Ken Pawluk, Robyn Sorum, and Vern Bennett. <br />Commissioner Darrell Vanyo was absent. <br /> <br />The following county staff were present: Rich Sieg, acting County Engineer; Dave <br />Rogness, Emergency Manager; Bonnie Johnson, County Coordinator; Michael <br />Montplaisir, County Auditor; and Sheriff Donald Rudnick. Members of the local media <br />were also present. <br /> <br />2. FLOOD UPDATE, EmerQency declaration approved <br />Dave Rogness, Emergency Manager, said the emergency declaration is a formal <br />acknowledgement that an emergency is approaching and will allow time for the county to <br />prepare for potential flooding. <br />MOTION, passed <br />Mr. Wagner moved and Mrs. Sorum seconded to approve an <br />emergency declaration as submitted by Dave Rogness, Emergency <br />Manager. Discussion: There was discussion about the crest. Mr. <br />Rogness said the Red River is expected to crest on April 5th at 36.5 <br />feet. On roll call vote, the motion carried unanimously. <br /> <br />EMERGENCY DECLARATION <br /> <br />WHEREAS, the County of Cass has a very high soil moisture content from <br />precipitation received during 2005 and 2006; <br /> <br />WHEREAS, the potential for severe spring flooding is significant due to spring <br />thaw and accompanied by expected precipitation; and <br /> <br />WHEREAS, the impact of this thaw, runoff, and precipitation threatens the health, <br />well-being and public safety of citizens in Cass County; and <br /> <br />WHEREAS, necessary mitigation measures, preparedness actions and other <br />responses must begin immediately to protect public health and safety; and <br /> <br />WHEREAS, the potential for damage to public and private property in addition to <br />roads are beyond normal anticipation and budgeted funds. <br /> <br />NOW THEREFORE, BE IT RESOLVED that the Board of County Commissioners <br />declares an emergency and orders the activation and utilization of the Cass <br />County Emergency Operations Plan, its procedures, attachments and <br />
