<br />Commission Minutes-April 3, 2006 3054 <br /> <br />b. Issue a liquor license and renew a beer license for the Leonard Country Club, <br />LLC, subject to approval by the State's Attorney, the Sheriff and the <br />respective township board. <br />c. Approve a special event permit for the Silver Dollar, Inc. for a wedding <br />reception to be held at Bonanzaville, U.S.A. on April 15, 2006, from 6:00 PM <br />to 11:30 PM. <br />d. Approve a permit for fireworks display to be held at 9:15 PM on May 5 and <br />May 6, 2006, at Starr Fireworks, 3805 52nd Avenue South, Fargo. <br />e. Approve final plat of Ohnstad's First Subdivision located in Section 36, <br />Township 139N, Range 52W, in Cass County, North Dakota. <br />f. Approve a change in polling location for precinct 11-02 from Carl Ben Eielson <br />to Agassiz Junior High School for the 2006 Primary Election; and to change it <br />to the new Carl Ben Eielson School for the 2006 General Election. <br />g. Authorize the chairman to sign a proclamation for the week of April 9-15, <br />2006, as National Public Safety Telecommunications Week. <br />h. Contracts: <br />All-Terrain Grounds Maintenance-courthouse, annex and jail grounds <br />maintenance and Springvale Cemetery maintenance; <br />North Dakota Department of Transportation right of way certificate, <br />construction and maintenance agreement for bituminous overlay on County <br />Highway 81 from State Highway 46 north 6.28 miles; <br />North Dakota Department of Transportation right of way certificate, <br />construction and maintenance agreement for bituminous surfacing on County <br />Highway 14 east to 1-29; <br />North Dakota Department of Transportation right of way certificate, <br />construction and maintenance agreement for bridge replacement on the <br />Maple River, two miles west and six miles north of Alice; <br />Walker's Lawncare and Right-A-Way-weed spraying contracts. <br /> <br />6. LOCAL GOVERNANCE ADVISORY COMMITTEE, Report received <br />Mr. Montplaisir said North Dakota Century Code requires a study of county government at <br />least once every five years. The commission may either appoint a committee or may place <br />a question on the ballot for a vote of the people. He said the commission was proactive <br />and appointed a committee last July to conduct a review of county government. <br /> <br />Bernie Dardis, Chairman of the Local Governance Advisory Committee, was present to <br />discuss the final report. He introduced members Troy Aswege and Todd Fuchs. Mr. <br />Dardis said some key topics addressed by the committee included coordination and <br />communication of information technology information with other entities; a transitional <br />facility for correctional inmates; water-related issues; and future space needs. Mr. Dardis <br />commended the commission for their fiscal responsibility in earmarking revenues for a new <br />courthouse addition. <br /> <br />Commissioners expressed appreciation for the time and work the committee spent on <br />county government issues. <br />MOTION, passed <br />Mr. Vanyo moved and Mrs. Sorum seconded to commend the Local <br />Governance Advisory Study Committee for undertaking the governance <br />study on behalf of Cass County; and to receive and study the document <br />for further action. On roll call vote, the motion carried unanimously. <br />
