<br />Commission Minutes--December 6, 1999 2069 <br /> <br />MOTION, passed <br />Mrs. Schneider moved and Mr. Wieland seconded to approve sending <br />correspondence to Judge Norman Backes regarding North Dakota <br />Information Technology Systems, dated December 6,1999. Motion <br />carried. <br /> <br />16. COMMISSION POLICY MANUAL, Amended to add section on refund of overpayments <br />Commissioner Koenig asked to move this item from the consent agenda to the regular agenda <br />for discussion. Mr. Montplaisir said the Auditor's Office and Treasurer's Office receive <br />payments in the mail that are often written for more than the amount due, and the county issues <br />a refund check, even for amounts less than one dollar. He said other counties are adopting a <br />policy similar to what he is proposing whereby they do not refund overpayments of five dollars <br />or less for real estate or mobile home taxes. The State Tax Department does not issue state <br />income tax refunds of five dollars or less, according to Mr. Montplaisir. <br /> <br />Where possible, the county would apply any overpayment amount to other debts the payer <br />owes to the county, and Mr. Montplaisir said refunds of five dollars or less will be made if <br />specifically requested by the payer. He provided the draft policy to all county departments for <br />their review prior to today's meeting, and no one was opposed to the policy. <br />MOTION, passed <br />Mr. Meyer moved and Mr. Koenig seconded to amend Commission <br />Policy Manual by adding Section 14.91 setting a limit on refunds of <br />overpayments made to the county. On roll call vote, motion carried <br />unanimously. <br /> <br />17. VOUCHERS, Approved <br />MOTION, passed <br />Mr. Wieland moved and Mrs. Schneider seconded to approve Voucher <br />No. 134,589 through No. 135,003. On roll call vote, motion carried <br />unanimously. <br /> <br />18. STATE'S ATTORNEY REPORT; MEETING UPDATES; PLANNING FOR 2000 AFTER NEXT <br />COMMISSION MEETING; REAL ESTATE TAX PAYMENTS; WORKER'S COMPENSATION <br />UPDATE; WATER SUMMIT IN GRAND FORKS POSTPONED; EAST CENTRAL <br />COMMISSIONERS MEETING, Committee reports <br />Mr. Burdick reported that the State's Attorney's Office is asking the North Dakota Supreme <br />Court to dismiss Kyle Bell's murder case appeal because he is a fugitive. He said the court may <br />decide it is a legislative issue. <br /> <br />Commissioners reported on numerous meetings they have attended in the past two weeks, as <br />well as upcoming meetings. <br /> <br />Mrs. Schneider suggested holding a planning meeting for next year after the last meeting in <br />December, like the Commissioners have done in the past, and everyone was in agreement. <br /> <br />Mr. Montplaisir reported that citizens have started paying their 1999 real estate taxes after the <br />statements were mailed last week. Commissioner Schneider plans to volunteer some time in <br />late December helping the Auditor's and Treasurer's Offices during the busy tax season. <br />
