Mr. Wieland said the specials are still a part of the consideration of the value, <br />making the sales price $76,500. <br /> <br />Mr. Klein maintained his recommendation to grant the abatement request by reducing the <br />valuation to $76,000 for 1997 and 1998. Mr. Meyer said it appears this is a compromise from <br />what the City of Harwood is recommending, and Mr. Ellegard said he is not opposed to a <br />compromise. <br /> <br />Mr. Wieland agreed with the value of $76,000 for 1997, however, with the condition of the <br />basement and in view of the City of Harwood reducing the value for 1999, he suggested a <br />compromise of $74,000 for both years in question. <br />MOTION, passed <br />Mr. Wieland moved and Mr. Koenig seconded that Abatement #4137 <br />and #4138 for Todd and Holly Ellegard be reduced to $74,000 for the <br />years 1997 and 1998. On roll call vote, motion carried unanimously. <br /> <br />11. REGISTER OF DEEDS, Computer conversion uDdate <br />Deanna Kensrud, Register of Deeds, gave an update on the backlog of returning recorded <br />documents in her department, which has now been reduced to 2% months. She said the office <br />is making continual progress on eliminating the backlog. Having returned 34,346 documents <br />since January 19, 1999, the day of the computer conversion, she said there are now 5,502 <br />recorded documents in the office which have not been returned. <br /> <br />Mrs. Kensrud said 1998 was the largest year on record as far as recorded documents and <br />revenue are concerned, and 1999 is similar with only a slight decrease as of this time. She <br />believes the turn-around time will be reduced to 30 days or less by the end of this year and <br />would then consider the backlog eliminated and the documents in the office being in a normal <br />turn-around time. <br /> <br />12. VOUCHERS, Approved <br />MOTION, passed <br />Mr. Koenig moved and Mrs. Schneider seconded to approve Voucher <br />No. 134,017 through No. 134,588. On roll call vote, motion carried <br />unanimously. <br /> <br />13. PERSONNEL; MEETING UPDATES; WATER ISSUES; TOWNSHIP OFFICER'S ANNUAL <br />MEETING; COURT SERVICES AGREEMENT FOR ENFORCING COUNTY ORDINANCES; <br />BUDGET BOOKS PRINTED, Committee reports <br />Bonnie Johnson, County Coordinator, reported on employee meetings held recently regarding <br />the North Dakota Public Employees Retirement System benefit enhancement, Blue Cross Blue <br />Shield contract changes, and an upcoming meeting on Internet and telephone etiquette. <br /> <br />Commissioners reported on meetings they have attended in the past two weeks, as well as <br />upcoming meetings. Mr. Meyer attended a planning meeting for the upcoming Water Summit <br />to be held December 17, 1999, at the University of North Dakota in Grand Forks. Also, in <br />regard to water issues, the Cass County Flood Master Planning Committee is holding a public <br />meeting on November 22, 1999, at Fargo's Hope Lutheran Church South Campus at 7:00 PM. <br />
