Commission Minutes--November 15,1999 2061 MOTION, passed Mr. Meyer moved and Mrs. Schneider seconded to add a 5.68 acre tract in NW 1/4, Section 23 Township 137 Range 54 in Highland Township as omitted property for the year 1999 in the amount of $15,700 total true and full value according to notice sent from the county auditor to Michael Spiekermeier, Enderlin ND. On roll call vote, motion carried unanimously. 7. WATER SUMMIT, Congressional delegation invitedlexDenditure to helD defray costs MOTION, passed Mr. Meyer moved and Mrs. Schneider seconded to authorize the Cass County Commission Chair to invite North Dakota's congressional delegation, as well as federal representatives from the Corps of Engineers and FEMA (Federal Emergency Management Agency), to attend a Water Summit in Grand Forks, North Dakota, on December 17, 1999. All political subdivisions involved in the Water Summit have been encouraged to send individual invitations. On roll call vote, motion carried unanimously. MOTION, passed Mr. Meyer moved and Mrs. Schneider seconded to approve an expenditure in the amount of $200.00 from Cass County's Contingency Fund to help defray the cost of the Water Summit in Grand Forks on December 17,1999. REGISTER OF DEEDS GRANT, Statement of Assurances for disaster proofing records MOTION, passed Mr. Meyer moved and Mrs. Schneider seconded to authorize the chairperson to sign a Statement of Assurances for the Microfilming or Digital Imaging of Register of Deeds Records in Cass County, North Dakota, in accordance with the Hazard Mitigation Grant Program, as submitted by Deanna Kensrud, Register of Deeds. On roll call vote, motion carried unanimously. 9. FLOOD UPDATE, Lake Agassiz Regional Development CorDoration Irv Rustad, Lake Agassiz Regional Development Corporation, provided copies of a financial update and said there is a balance of $1,255,925.30 from FEMA (Federal Emergency ManagementAgency), the Department of Housing and Urban Development (HUD), and program income from the 1997 flood. The county is waiting for authorization to use some of this money to purchase undeveloped flood-prone lots south of Fargo, and Mr. Rustad reported on an informational meeting and bus tour of the area south of Fargo which was hosted by City of Fargo officials last Monday. Commissioners received a letter from 11 homeowners who participated in the Phase II buy-out program requesting additional money from remaining FEMA and HUD funds. Two of the residents, Donna Port and Tom Smith, were present at today's meeting. Mrs. Port said homeowners agreed to the buyout by accepting 90% of the appraised value of their homes.
