<br />Commission Minutes--November 15,1999 2061 <br /> <br />MOTION, passed <br />Mr. Meyer moved and Mrs. Schneider seconded to add a 5.68 acre <br />tract in NW 1/4, Section 23 Township 137 Range 54 in Highland <br />Township as omitted property for the year 1999 in the amount of <br />$15,700 total true and full value according to notice sent from the <br />county auditor to Michael Spiekermeier, Enderlin ND. On roll call <br />vote, motion carried unanimously. <br /> <br />7. WATER SUMMIT, Congressional delegation invitedlexDenditure to helD defray costs <br />MOTION, passed <br />Mr. Meyer moved and Mrs. Schneider seconded to authorize the Cass <br />County Commission Chair to invite North Dakota's congressional <br />delegation, as well as federal representatives from the Corps of <br />Engineers and FEMA (Federal Emergency Management Agency), to <br />attend a Water Summit in Grand Forks, North Dakota, on December <br />17, 1999. All political subdivisions involved in the Water Summit have <br />been encouraged to send individual invitations. On roll call vote, <br />motion carried unanimously. <br /> <br />MOTION, passed <br />Mr. Meyer moved and Mrs. Schneider seconded to approve an <br />expenditure in the amount of $200.00 from Cass County's <br />Contingency Fund to help defray the cost of the Water Summit in <br />Grand Forks on December 17,1999. On roll call vote, motion carried <br />unanimously. <br /> <br />8. REGISTER OF DEEDS GRANT, Statement of Assurances for disaster proofing records <br />MOTION, passed <br />Mr. Meyer moved and Mrs. Schneider seconded to authorize the <br />chairperson to sign a Statement of Assurances for the Microfilming <br />or Digital Imaging of Register of Deeds Records in Cass County, <br />North Dakota, in accordance with the Hazard Mitigation Grant <br />Program, as submitted by Deanna Kensrud, Register of Deeds. On <br />roll call vote, motion carried unanimously. <br /> <br />9. FLOOD UPDATE, Lake Agassiz Regional Development CorDoration <br />Irv Rustad, Lake Agassiz Regional Development Corporation, provided copies of a financial <br />update and said there is a balance of $1,255,925.30 from FEMA (Federal Emergency <br />ManagementAgency), the Department of Housing and Urban Development (HUD), and program <br />income from the 1997 flood. The county is waiting for authorization to use some of this money <br />to purchase undeveloped flood-prone lots south of Fargo, and Mr. Rustad reported on an <br />informational meeting and bus tour of the area south of Fargo which was hosted by City of <br />Fargo officials last Monday. <br /> <br />Commissioners received a letter from 11 homeowners who participated in the Phase II buy-out <br />program requesting additional money from remaining FEMA and HUD funds. Two of the <br />residents, Donna Port and Tom Smith, were present at today's meeting. Mrs. Port said <br />homeowners agreed to the buyout by accepting 90% of the appraised value of their homes. <br />
