<br />Commission Minutes--July 19, 1999 2003 <br /> <br />11. INFORMATION SERVICES DEPARTMENT, Glenn Ellingsberg appointed interim director <br />MOTION, passed <br />Mrs. Schneider moved and Mr. Wieland seconded to appoint Glenn <br />Ellingsberg as interim director ofthe Information Services Department <br />effective July 12, 1999, to substitute for Roxane Friese; and to <br />compensate Mr. Ellingsberg with a $500 stipend for the extra duties <br />assigned to him. On roll call vote, motion carried unanimously. <br /> <br />12. CONTRACT APPROVAL, Tri-State Striping. Inc. <br />MOTION, passed <br />Mrs. Schneider moved and Mr. Wieland seconded to approve the <br />following contract submitted by respective department head and <br />portfolio commissioner, subject to State's Attorney approval; and <br />authorize the chairperson to sign: Tri-State Striping, Inc. for pavement <br />marking installation on various Cass County highways in the amount <br />of $31,441.23. On roll call vote, motion carried unanimously. <br /> <br />13. FLOOD UPDATE, Bid orice on Scherling buy-out returned to Hagemeister's and property <br />to be re-bid as salvage <br />Irv Rustad, Lake Agassiz Regional Development Corporation, gave an update on flood-related <br />activities since the last meeting. He said the last two buy-out transactions are still pending; <br />Northern Improvement Company is proceeding with demolition work; and Prairie Restoration <br />has begun their contract work of returning buy-out areas to wild flowers and native prairie in the <br />Heritage Hills Subdivision. A bid advertisement will be forthcoming on four other buy-out <br />properties, and he gave an overview on some additional projects which are ongoing. <br /> <br />Mr. Rustad presented a letter from Mr. and Mrs. Garland Hagemeister, who were present at <br />today's meeting, in which they are requesting the return of their bid amount of $21,000 for the <br />purchase of the former Pat and Di Scherling home on an "as is" basis. They submitted the <br />highest bid for the purchase of this property with the idea they would be able to move the home <br />from its lot in Chrisan Glenn Subdivision in Stanley Township, which was flooded in 1997. <br />Since being awarded the bid last August, they have been unable to move the home because <br />they said the remaining residents in the subdivision will not give them permission to move it <br />because of concerns about damage to the road and adjacent trees. <br /> <br />Mr. Hagemeister said they are requesting the return of $21,000, without interest, and they are <br />requesting reimbursement of $2,817.64 for expenses incurred while the home was in their <br />possession. The home was periodically occupied by himself and family members to prevent <br />vandalism, and they are requesting reimbursement for expenses such as sewer, electricity, <br />telephone, insurance, attorney fees, house mover estimate, and labor for Mr. Hagemeister <br />getting the home ready to move. The labor, he said, was for removing carpeting, sheet rock and <br />globes from light fixtures, all of which are still in the home. He indicated he has conferred with <br />a number of people in the past year in an effort to move the home from its present location. <br /> <br />Mrs. Quick asked if the property will be re-advertised for bidding on a salvage basis, and Mr. <br />Rustad said that would be the next step. Mr. Hagemeister indicated he is interested in bidding <br />on that basis, instead of the "as is" purchase. <br />
