No increase is recommended for commercial assessments as returned
by the townships and cities, he said.

The first order of business was the equalization of townships. Mr. Klein said he did not receive
any telephone calls regarding his recommendation. Mrs. Quick asked for any comments from
the audience on the equalization of townships. Mr. Klein is recommending a 12%
increase in residential lots and structures in the City of Amenia because the assessments had
been reduced about 9%, for a net increase in 1999 of 2.5 - 3%. He received one complaint
regarding this recommendation and invited that party to attend today's county equalization
meeting. Mrs. Quick asked for any comments from the audience on the equalization of cities.
Hearing none, the board proceeded.
MOTION, passed
Mr. Wieland moved and Mrs. Schneider seconded that the city
residential values be raised in the amounts listed below: On roll call
vote, motion carried unanimously.

Amenia City Residential lots and structures 12%
(assessment had been reduced 9%)
Casselton City Residential structures 3%
Kindred City Residential lots and structures 4%
Tower City Residential lots and structures 4%

Mr. Klein received one complaint from a City of Fargo resident, Terry Ziegelmann, and
suggested that he contact the Fargo City Assessor. Mrs. Quick asked if Mr. Ziegelmann was
present today, but no one came forward at this time. She invited anyone from the audience to
address the board concerning their assessments, and there were owners of three properties in
Reed Township present to talk to the county board of equalization.

The first property owners were Mr. and Mrs. Scott Mead of 904 Martin Drive in Reed Township.
Mr. Mead said their property assessment increased 18% over last year, and he feels the
assessment is too high. He said it increased from $99,500 to $118,000 for 1999. Mrs. Quick
asked if other homes in this area had similar increases, and Mr. Mead said he was unable to
reach the local assessor by telephone and was out of town when the township meeting was
held. The board asked Mr. Klein to review this assessment and report back at the next meeting.
