On roll call vote, motion carried <br />unanimously. <br /> <br />6. COMMISSION POLICY MANUAL, Section 9.50. Adopt-A-Highway Program. amended <br />MOTION, passed <br />Mr. Meyer moved and Mr. Koenig seconded to amend Commission <br />Policy Manual Section 9.50, Adopt-A-Highway Program, to add County <br />Road 26 from County Road 11 west 3 miles to the list of Adopt-A- <br />Highway segments. On roll call vote, motion carried unanimously. <br /> <br />7. LOST INSTRUMENT BOND, Received and filed for Fargo City Auditor <br />MOTION, passed <br />Mr. Meyer moved and Mr. Koenig seconded to receive and file the <br />Indemnity Bond on Lost Instrument for the Fargo City Auditor; and <br />authorize the county treasurer and county auditor to issue a duplicate <br />check. On roll call vote, motion carried unanimously. <br /> <br />8. CONTRACT APPROVAL, North Dakota Department of Transportation <br />MOTION, passed <br />Mr. Meyer moved and Mr. Koenig seconded to approve the following <br />contract submitted by respective department head and portfolio <br />commissioner, subject to state's attorney approval; and authorize the <br />chairperson to sign: North Dakota Department of Transportation for <br />construction and maintenance agreement and right-of-way certificate <br />for County Highway 26 improvements at the new North Cass School <br />site. On roll call vote, motion carried unanimously. <br /> <br />9. REGISTER OF DEEDS, Conversion update <br />Deanna Kensrud, Register of Deeds, updated the Commission on progress being made by her <br />department on the backlog of returning recorded documents. As a result of 175 hours of staff <br />overtime, approximately 200 hours of temporary help, and 158 hours from the County <br />Treasurer's staff, she said two months of recorded documents from the backlog have been <br />returned since her March 15th update. She estimated the backlog of documents recorded under <br />the previous system will be cleared up by the end of May, and the office will then concentrate <br />on returning the documents that have been recorded using the new computer system. <br />Commissioners were appreciative of this effort, commending Mrs. Kensrud and all of the staff <br />for working additional hours on the backlog project. <br /> <br />10. DEED FOR HIGHWAY 81 RIGHT-OF-WAY, Motion tabled <br />At the March 1, 1999, meeting, Commissioners discussed issuing a quit claim deed for former <br />highway right-of-way in Section 15, Reed Township, containing approximately three acres, to the <br />adjacent landowner, Luella Holmquist. The item was delayed at that time in orderforthe State's <br />Attorney to review the county's options. Mrs. Holmquist and her son, Ron Holmquist, were <br />present at today's meeting. <br /> <br />Birch Burdick, State's Attorney, has reviewed the situation and said the County may sell this land <br />at a private sale if the value is estimated at less than $1,000.00. If valued over $1,000.00, the <br />
