<br />Commission Minutes--April 5, 1999 1962 <br /> <br />engineer, the townships and city officials involved, as well as area <br />landowners, meet to discuss this situation prior to the May 3rd <br />Commission meeting. On roll call vote, motion carried unanimously. <br /> <br />Mr. Berndt recommends removing a bridge in Section 6, Rochester Township, because it is <br />currently closed and beyond economical repair. The bridge serves as a road into some <br />farmland, however, there is access to the fields from the opposite direction. He received a letter <br />from the Rochester Township Board dated March 29, 1999, with a suggestion to replace the <br />bridge with used culverts. Mr. Berndt said there is concern about having the bridge properly <br />barricaded so that no heavy equipment tries to drive over it. Mrs. Quick asked for input from <br />the audience and hearing none, closed the discussion. <br />MOTION, passed <br />Mr. Koenig moved and Mr. Wieland seconded to authorize the removal <br />of a bridge in Section 6, Rochester Township. On roll call vote, <br />motion carried unanimously. <br /> <br />14. ROAD DEPARTMENT, Condemnation resolution withdrawn for Highway 14 proiect <br />Mr. Berndt withdrew his request for the Board to adopt a resolution declaring public necessity <br />to take land for Highway 14 reconstruction because a settlement was reached on the land. <br /> <br />15. CHILD SUPPORT ENFORCEMENT UNIT, Unbudgeted staff position approved <br />Kathy Ziegelmann, Regional Child Support Enforcement Director, provided a hand-out on the <br />proposed funding for an unbudgeted case analyst position, which was discussed at the last <br />meeting. She stated that Ransom and Richland Counties have approved this new position; <br />Sargent, Steele and Traill Counties will support the decision of the Cass County Board of <br />Commissioners. Mike Montplaisir sent a letter to Commissioners dated March 29, 1999, <br />regarding the appropriate budget adjustments, if this position is approved. <br />MOTION, passed <br />Mr. Wieland moved and Mr. Meyer seconded to hire an additional Case <br />Analyst Position for 1999 and authorize budget adjustments to the <br />Regional Child Support and Social Service budgets as follows: <br />Regional Child Support - increase revenue budget by $27,177 with <br />$15,000 coming from reimbursements for conversion (State) and <br />$12,177 as reimbursements from member counties; increase <br />expenditures by $27,177 for the cost of the position including salary, <br />benefits, and office expense. Social Service Fund - increase <br />expenditures by $9,779 for its 80.3% share ofthe reimbursement from <br />member counties. On roll call vote, motion carried unanimously. <br /> <br />16. LAKE AGASSIZ REGIONAL COUNCIUDEVELOPMENT CORPORATION, Letter to Attorney <br />General on release of funds <br />Birch Burdick, State's Attorney, provided some background on the transfer of staff and assets <br />from the Lake Agassiz Regional Council (LARC) to the Lake Agassiz Regional Development <br />Corporation (LARDC) in order to satisfy some concerns of the North Dakota Attorney General. <br />Irv Rustad, Director, was present and said the correspondence he received did not indicate a <br />need for a Board resolution but he wanted some concurrence on the part of the state's attorneys <br />from the six counties in this region. Mrs. Quick, who serves on the LARC Board representing <br />Cass County, said their Board recommended that the six state's attorneys be involved in the <br />
