<br />Commission Minutes--April 5, 1999 1959 <br /> <br />the County Engineer dated March 25, 1999. On roll call vote, motion <br />carried unanimously. <br /> <br />8. EMPLOYEE COMPENSATION FILES, Retain services of Fox Lawson & Associates <br />MOTION, passed <br />Mr. Wieland moved and Mr. Koenig seconded to authorize the County <br />Coordinator to complete the paperwork for the retention of <br />compensation files with Fox Lawson & Associates, according to <br />memorandum dated March 26, 1999. On roll call vote, motion carried <br />unanimously. <br /> <br />9. CONTRACT APPROVAL, Fargo Cass Public Health: Houston Engineering <br />MOTION, passed <br />Mr. Wieland moved and Mr. Koenig seconded to approve the following <br />contracts submitted by respective department head and portfolio <br />commissioner, subjectto State's Attorney approval; and authorize the <br />chairperson to sign: On roll call vote, motion carried unanimously. <br /> <br />Fargo Cass Public Health-OPOP (Optimal Pregnancy Outcome Program) <br />Houston Engineering--flood insurance restudy approved by Board on March 1, 1999 <br /> <br />10. JAIL SITES, Public comment <br />This was the time advertised for public comment on the following proposed Cass County jail <br />sites: 1) 45th Street Northwest between 12th Avenue and 19th Avenue North; 2) near the <br />intersection of 34th Street and 4th Avenue, which is south of Main Avenue and east of Interstate <br />29; and 3) adjacent to the Cass County Courthouse. A public comment period was also offered <br />at the last Commission meeting. <br /> <br />Mrs. Quick invited those wishing to express their opinion on the proposed jail site to come to the <br />podium, state their name and address, and limit their comments to three minutes to allow <br />everyone an opportunity to participate in the discussion. Written comments may be e-mailed <br />or sent to Bonnie Johnson, County Coordinator, until this Friday. The Board of Commissioners <br />will hold a special meeting on April 12, 1999, at 3:30 PM in the Commission Room at the <br />Courthouse for the purpose of selecting a site for the proposed jail prior to the April 20th vote. <br /> <br />Wayne McKelvey, Fargo, applauded the Commission on the jail information they have provided <br />to the public. He believes a new jail is needed for the benefit and safety of the county jail staff. <br />He would have preferred the sales tax option of 1 % for 2 years but is aware of the compromise <br />made by Commissioners with the retail community. As far as site selection, he would leave that <br />decision up to Commissioners but the current site would be his least favored option. <br /> <br />Martin Wishnatsky, Fargo, said there is no need to build a new jail facility but continue to use <br />the current one. As far as additional space, he believes the growth in crime in this country <br />comes from the fact of legalizing abortions and this city should cease police protection of <br />this industry. Also, he is concerned that the Board spent tax dollars to take out advocacy <br />advertisements on the jail issue, and he submitted a proposed corrupt practices ordinance to <br />include ballot measures for the Board's consideration. <br />
