<br />Commission Minutes--March 15, 1999 1956 <br /> <br />16. REGISTER OF DEEDS, Computer uodate/overtime and temoorary help authorized <br />Deanna Kensrud, Register of Deeds, reported the computer conversion and training in her office <br />is now complete, however, the backlog is still about six months for returning recorded <br />documents. She said the old system required a lot of manual work that is not required under <br />the computerized system. After many hours of overtime during the month of February, she said <br />she and her staff were able to gain only eight days on the backlog with the high volume of <br />business each month. She estimates the amount of time necessary to eliminate the backlog <br />would be approximately 2,000 hours, and estimated the cost at $16,000 in overtime and <br />additional temporary help. <br /> <br />Mr. Wieland asked where the money would be paid from, and Mrs. Kensrud said the estimated <br />revenue for her office in 1998 was $320,000, but the actual amount was over $510,000. Mr. <br />Montplaisir said a budget adjustment would be necessary but he recommended making that <br />adjustment when the project is complete so the exact dollar amount is known. He believes the <br />office is generating the revenue to pay for this budget adjustment. Mrs. Quick asked her to keep <br />overtime and temporary hiring at a minimum, and continue utilizing the assistance from the <br />Treasurer's Office. <br />MOTION, passed <br />Mr. Wieland moved and Mrs. Schneider seconded to authorize Deanna <br />Kensrud, Register of Deeds, to hire additional temporary help and <br />also authorize additional overtime for current staff members to <br />eliminate the six-month backlog of returning recorded documents; <br />and that a budget revision will be necessary at the end of that time. <br />On roll call vote, motion carried unanimously. <br /> <br />17. RESOLUTION #1999-7, Road Department right-of-way condemnation for County #14 <br />Keith Berndt, County Engineer, said the County Highway 14 project will require some additional <br />right-of-way in order to improve the road to current standards. His department has been in <br />contact with the adjacent land owners, and it appears they will reach a mutually agreeable <br />settlement for the additional land. One property owner is being represented by Attorney Jacque <br />Stockman, and it appears they do not object to the project but Mr. Stockman indicated he will <br />negotiate with the county after condemnation proceedings have started because he believes <br />it will be a tax advantage to his client. <br />MOTION, passed <br />Mr. Koenig moved and Mr. Wieland seconded to adopt Resolution <br />#1999-7 regarding the taking of 2.27 acres of property in Section 26, <br />Stanley Township. On roll call vote, motion carried unanimously. <br /> <br />18. VOUCHERS, Approved <br />MOTION, passed <br />Mrs. Schneider moved and Mr. Koenig seconded to approve Voucher <br />No. 125,530 through No. 126,132. On roll call vote, motion carried <br />unanimously. <br /> <br />19. LEGISLATIVE ISSUES; MEETING UPDATES; STATE'S ATTORNEY STAFF; JAIL UPDATE, <br />Committee reports <br />Mr. Wieland mentioned HB 1275 and suggested sending a copy of the county's support letter <br />to two additional counties, Slope and McHenry Counties. <br />
