<br />Commission Minutes--March 15, 1999 1953 <br /> <br />Mrs. Quick opened the public hearing and invited comments. Hearing none, she asked for a <br />motion to close the public hearing. <br />MOTION, passed <br />Mrs. Schneider moved and Mr. Koenig seconded to close the public <br />hearing. On roll call vote, motion carried unanimously. <br /> <br />MOTION, passed <br />Mrs. Schneider moved and Mr. Meyer seconded to adopt Resolution <br />#1999-6 Authorizing the Issuance of First Mortgage Revenue Bonds <br />(SENDCAA Project) Series 1999, and Approving and Authorizing the <br />Execution and Delivery of the Lease Agreement, the Mortgage and <br />Other Documents. On roll call vote, motion carried unanimously. <br /> <br />13. JAIL SITES, Public comment <br />This was the time advertised for public comment on the following proposed Cass County jail <br />sites: 1) 45th Street Northwest between 12th Avenue and 19th Avenue North; 2) near the <br />intersection of 34th Street and 4th Avenue, which is south of Main Avenue and east of Interstate <br />29; and 3) adjacent to the Cass County Courthouse. <br /> <br />Mrs. Quick invited those wishing to express their opinion on the proposed jail site to come to the <br />podium, state their name and address, and limit their comments to three minutes to allow <br />everyone an opportunity to participate in the discussion. Speakers will be allowed to give <br />comments at one of the two public meetings, today or April 5, 1999; and written comments may <br />be e-mailed or sent to the County Coordinator, Bonnie Johnson, Cass County Courthouse, P.O. <br />Box 2806, Fargo, North Dakota 58108. <br /> <br />The Board of Commissioners will hold a special meeting on April 12, 1999, at 3:30 PM in the <br />Commission Room at the Courthouse for the purpose of selecting a site for the proposed jail <br />prior to the April 20th vote. <br /> <br />Vernon Petry, Fargo, said he wants to know where the jail will be built before he votes, and he <br />expressed concerns about prisoner transportation. He believes the jail and courts should be <br />centrally located. Mr. Wieland responded that transportation and its related costs will be <br />minimized because the county has been selected for a pilot project on video hearings! <br />arraignments. Sheriff Don Rudnick was present and said the judges are accepting the video <br />concept as a tool that can be used here, and the only transportation should be for in-mates <br />going to trial. The Sheriff does not anticipate hiring additional staff for transportation. He said <br />the county will probably need some type of holding cell at the Courthouse. <br /> <br />Don Eckert, Ayr, stated his preference to keep the jail at the same location as the courthouse, <br />but he will support the Commission's decision. Also, he supports the sales tax option as a way <br />to fund the jail, which will amount to a big savings in interest over the long term. <br /> <br />Commissioners are receiving telephone calls at home offering opinions on site selection also. <br />Mrs. Quick talked about the number of volunteer hours by citizens serving on four different <br />committees. <br /> <br />No one else in the audience asked to address the Board at this time on jail site selection. The <br />public comment period will be offered again on April 5th, as stated by the Chairperson. <br />
